Quy Chau needs sustainable poverty reduction solutions

(Baonghean.vn) – On the morning of June 26, the Provincial Party Committee held a meeting to approve the 25th Party Congress of Quy Chau district, term 2015-2020. Comrade Tran Hong Chau – Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting.

Also attending were a number of comrades in the Provincial Party Committee, representatives of leaders of a number of provincial departments, branches and sectors.

Working scene

In the period 2010 - 2015, the average growth rate of Quy Chau reached 9.5%; the average added value per capita increased from 9.4 million VND to over 19 million VND. The economic structure shifted in a positive direction, reducing the proportion of agriculture, forestry and fishery, increasing the proportion of industry, construction and services. In the period 2011 - 2015, the total mobilized capital for building new rural areas reached over 168 billion VND, of which people contributed nearly 82 billion VND. Up to now, the whole district has 6/11 communes meeting 10-15 criteria and by the end of 2015, one commune completed building new rural areas.

Comrade Lang Van Chien - Secretary of Quy Chau District Party Committee presented the draft Political Report of the District Party Congress for the term 2015 - 2020.

Culture and society continue to develop, especially in the field of education, the rate of school-age students reaches 95%; there are 29 schools meeting national standards, the rate is over 78%. Currently, the poverty rate has decreased to 36%. Local defense and military work has been strengthened; political security is stable, social order and safety are ensured.

Currently, the Quy Chau District Party Committee has 44 subordinate grassroots party organizations with more than 3,500 party members. Attention has been paid to the innovation of leadership and direction methods, consolidation, improvement and enhancement of leadership capacity and fighting strength of grassroots party organizations and party members; 100% of hamlets and villages have party cells.

Comrade Luong Thanh Hai - Head of the Provincial Ethnic Committee assessed that the development highlights of Quy Chau are not clear, so in the 2015-2020 term, the district needs to identify highlights for investment and development.

Comrade Pham Hong Quang - Deputy Director of the Department of Transport said that the Political Report needs to assess more specifically the field of transport infrastructure.

However, in the 2010-2015 term, Quy Chau failed to achieve 6 targets. Economic growth is not sustainable. Agricultural production is still ineffective, many models of concentrated commodity production with large scale and output have not been formed; industry, handicrafts and construction have not developed strongly; service development has not matched its potential.

In the 2015-2020 term, Quy Chau district set a general goal: To improve the leadership capacity and fighting strength of the Party Committee, promote the strength of great national unity, mobilize and effectively use resources, develop rapidly and sustainably to help Quy Chau district escape poverty by 2020.

Comrade Nguyen Huu Lam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Board emphasized: Quy Chau needs to pay attention to promoting the development of small-scale industries, craft villages, and villages with crafts.

Comrade Tran Cong Duong - Member of the Standing Committee, Chief of the Provincial Party Committee Office commented: Quy Chau needs to focus on developing raw material plants associated with processing.

After listening to the opinions and comments of the delegates on the draft Political Report of the Party Committee of Quy Chau district, comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee assessed that the preparation of the Political Report was thorough. However, Quy Chau district needs to absorb the opinions of the delegates, emphasizing the results achieved and not achieved in order to complete the Political Report more clearly.

Regarding the general goal, the Standing Deputy Secretary of the Provincial Party Committee requested: During the 2015-2020 term, Quy Chau needs to set the goal of continuing to coordinate with relevant levels and sectors to basically complete infrastructure investment; sustainably reduce poverty, move towards quickly escaping from the poor district and continue to maintain a strong Party Committee.

To complete the above goals, comrade Tran Hong Chau oriented some highlights for Quy Chau, which are: continuing to attract investment to complete infrastructure; promoting and expanding economic models; restoring and developing traditional occupations of the people; integrating and effectively using capital from investment programs in the area.

Comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested Quy Chau to escape poverty sustainably, moving towards escaping from a poor district.

At the same time, the district needs to continue to improve health care for the people and the quality of education and training; strengthen, consolidate and promote national cultural identity combined with building cultural, sports and tourism models; strengthen national defense and security; in the field of party building, it is necessary to do a good job of ideological work, innovate the way of bringing information to the grassroots; improve the quality of Party cell activities... In addition, the district needs to select a number of key core programs, set out the goals of the term to include in the Political Report.

Regarding the tasks in the coming time, the Standing Deputy Secretary of the Provincial Party Committee emphasized that Quy Chau will continue to promote propaganda and agitation work before, during and after the Congress; build and review works to welcome the Congress; stay close to the grassroots and grasp the situation.
