Quy Chau strives to quickly escape poverty

(Baonghean.vn) – On the morning of August 5, the Quy Chau District Party Committee held the 25th Congress of Delegates for the 2015-2020 term.

Attending and directing the Congress were comrade Le Quang Huy, Deputy Secretary of the Provincial Party Committee, and representatives of a number of provincial departments, branches and sectors.

In the 2010-2015 term, overcoming many difficulties, the Party Committee and people of Quy Chau district achieved important results in most areas. The average growth rate reached 9.5%. The added value per capita increased from 9.4 million VND in 2010 to over 19 million VND in 2015.

The economic structure shifted in a positive direction: The proportion of agriculture, forestry and fishery decreased from 46% in 2010 to more than 36% in 2015; industry, handicrafts and basic construction increased from more than 16% to nearly 19.5%; trade and services from more than 37.5% to more than 44%. Budget revenue is estimated at 21 billion VND in 2015, exceeding the set target.

In particular, agricultural production has developed relatively stably, shifting towards reducing the proportion of crop cultivation and increasing the proportion of livestock and aquaculture. The growth rate in the period 2011 - 2015 reached nearly 4.5%, the production value reached more than 506 billion VND. Regarding new rural construction, up to now, the whole district has 6/11 communes meeting 10-15 criteria and by the end of 2015, 1 commune has met new rural standards.

Comrade Lang Van Chien, Member of the Provincial Party Committee, Secretary of the District Party Committee delivered the opening speech at the Congress.

Industry and handicrafts continued to grow. The number of handicraft production establishments increased, and some handicraft and industrial products increased sharply. Production value reached more than 546 billion VND.

Infrastructure systems continue to be invested in and built, capital mobilization has been directed with attention and achieved positive results, contributing to socio-economic development; the appearance of urban and rural areas has been increasingly renewed. Total social investment capital in the period of 2011-2015 reached over 889 billion VND. Trade and services reached over 521 billion VND.

The cultural and social fields have many positive features, especially the education and training sector has received attention, the school system has continued to be consolidated, and the quality of education has been gradually improved. The work of building national standard schools has been focused on, reaching more than 81%, exceeding the set target. In addition, the poverty rate of the district has decreased to 36%.

The work of building the Party and the political system has been focused on and achieved many good results. The quality of grassroots party organizations has been improved, the political system has been strengthened; the work of training, fostering, planning, and standardizing the staff has been well implemented.

In the 2015-2020 term, Quy Chau district aims to improve the leadership capacity and fighting strength of the Party Committee, strengthen solidarity within the Party, consensus among the people, mobilize and effectively use resources, promote the advantages of the locality, seek the help of provincial-level sectors, do a good job of sustainable poverty reduction to quickly escape poverty and build a strong Party Committee.

Speaking at the Congress, Comrade Le Quang Huy, Deputy Secretary of the Provincial Party Committee, praised the achievements of the Party Committee and people of Quy Chau district in the past term. Regarding the tasks in the next term, the Deputy Secretary of the Provincial Party Committee emphasized: Quy Chau needs to pay attention to doing well the work of attracting investment, building infrastructure; continue to promote the construction and replication of economic development models; promote the planting of raw material forests; build craft villages and villages with traditional crafts.

In addition, Quy Chau needs to continue to improve the quality of comprehensive education, focusing on training and career orientation for young people. Preserving and promoting the cultural identity of ethnic groups, building models combining culture, sports with community tourism; implementing social security policies well, effectively implementing loan programs to support hunger eradication and poverty reduction. The district needs to continue to do well in national defense and security; focusing on Party building and the political system. The Deputy Secretary of the Provincial Party Committee requested that delegates must start from the requirements, goals and tasks of the Party Committee, specifically determine the number, structure, and select comrades with sufficient capacity, qualifications, qualities and ethics to be elected to the new Party Executive Committee.
