Quy Chau: Promoting the role of the mediator team

The life of Mrs. Vi Thi M's family, Na Ca village, Chau Hanh commune (Quy Chau) has always been in a heavy atmosphere since she had a daughter-in-law. Due to the family's difficult economic life, family members do not have jobs, and their income is unstable, so the relationship between mother-in-law and daughter-in-law has become tense and suffocating. Both of them live under the same roof, and often quarrel, making neighbors and villagers feel uneasy. The incident has lasted for more than 4 years but shows no sign of "cooling down", because no one is willing to give in. Faced with that situation, Mrs. Sam Thi Nien, Head of Na Ca village, Deputy of the Front's Working Committee, Head of the Reconciliation Team, and other members actively stepped in to help. After understanding the situation, Mrs. Nien analyzed for both sides to understand filial piety, mother-child affection, as well as the negative impacts on children in the family and villagers. Thanks to good ideological work and thorough analysis, both Mrs. M and her daughter-in-law realized their shortcomings and promised to correct them. Mrs. Sam Thi Nien said: “Since the reconciliation, the relationship between Mrs. M and her daughter-in-law has become closer and more affectionate, with no more loud and harsh words, but instead warm and happy laughter. Family members take care of their business and develop the economy, so family life is increasingly prosperous.”

The above incident is just one of hundreds of conflicts and disputes that have occurred in Quy Chau district in recent years and have been successfully mediated. Being a mountainous area, people's lives are still poor, their education level is low, their awareness and understanding of the law are limited, so there are quite a lot of disputes, conflicts and contradictions in the district. However, thanks to good mediation work, most of the cases at the grassroots level have been resolved amicably and reasonably as soon as they arise. In the past 5 years (2009 - 2014), mediation organizations in the district have mediated 490 cases, of which 429 were successfully mediated. In the first 9 months of 2014 alone, 54 cases were mediated, of which 46 cases were successfully mediated. The above results were achieved thanks to the dedication of mediation organizations and grassroots mediators in the villages and hamlets. Currently, the district has 146 grassroots mediation teams with 920 mediators. According to Ms. Lang Thi Huong, Head of the Justice Department of Quy Chau district, the main contents of mediation revolve around land disputes, marriage and family, civil matters... If conflicts are resolved well at the village, hamlet and commune levels, it will limit the situation of mass complaints and lawsuits that go beyond the level, contributing to maintaining rural security and social order and safety.

In order for mediation organizations and members to have sufficient capacity and qualifications, every year, the Department of Justice coordinates with the district Fatherland Front and specialized agencies to organize training, guidance, and dissemination of legal regulations on grassroots mediation work, the Party's policies as well as the State's policies and laws; guide the completion of mediation teams in blocks and hamlets, ensuring the correct composition, quantity and effective operation. Therefore, the security and order situation in the villages and hamlets is maintained, the village sentiment is increasingly strong, the people's awareness of law compliance is increasingly raised... In the mediation work, many typical individuals appear such as Mr. Vuong Dinh Suu, block 3, Tan Lac town; Nguyen Van Huan, Hop Tien village, Chau Tien commune; Sam Thi Nien, Na Ca village, Chau Hanh commune; Lo Van Cuong, Thanh Son village, Chau Nga commune; To Duy Trong, Quynh 2 village, Chau Binh commune... These are people with experience in life, legal knowledge, responsibility for mediation work, trusted and loved by the people.

To successfully reconcile a conflict among the people, especially among ethnic minorities, mediators and mediation teams in villages and hamlets in Quy Chau district must both have a firm grasp of the customs and practices of the people and have legal knowledge to help people clearly distinguish right from wrong, and behave reasonably and appropriately in relationships. Throughout these activities, in addition to the leadership and direction of Party committees and authorities at all levels, the coordination of the Judiciary, the Fatherland Front and member organizations, Quy Chau district always promotes the role of village elders, village chiefs, and prestigious people in each village and hamlet.
