Quy Chau: Rejuvenating core grassroots cadres

(Baonghean) - In recent years, Quy Chau district has boldly promoted and appointed young cadres to hold key positions at the grassroots level. This is one of the solutions to gradually improve the quality of grassroots cadres.

During a working trip to the mountainous commune of Chau Tien (Quy Chau), we met comrade Tran Van Hoang - the young commune chairman. Born in 1981 in Hop Tien village, Chau Tien commune, comrade Hoang is attached to the work of the village youth union and village-level cadres in the positions of police officer and deputy village chief. With his dynamism, enthusiasm, and strong political will, he continued to be assigned the important responsibility of being the Deputy Commune Police Chief and in 2011 held the position of Chau Tien Commune Police Chief. Passionate about his work and devoted to the community, he was quickly "noticed" by the district and trained as a resource for the commune. Talking with comrade Lang Van Xuan - Head of the Organization Board of the Quy Chau District Party Committee, we learned: "After many times working in Chau Tien commune, realizing that he has many qualities and abilities, the district has added him to the planning and assigned him to take on the position of Chau Tien commune chairman since September 2012".

When we returned to Chau Tien, comrade Hoang was with the commune officials directing the site clearance of the last section of the nearly 2 km long road connecting National Highway 48 to Hoa Tien brocade craft village. This is a road expected to create a new look for the brocade craft village. The most gratifying thing is that the 11 households that had to clear their land to build the road all voluntarily dismantled it without asking for compensation. That was the result of days and nights of hard work by Hoang and the Chau Tien commune officials, organizing meetings with the people, going to each house to mobilize, and skillfully arousing the role of prestigious people in the community; thereby, creating a spread of consensus among the people. Mr. Nguyen Dat Dac, who donated dozens of square meters of land and dismantled more than 20 meters of fence, shared: "Understanding the policy of building the road is beneficial for the people and the commune, so my family happily supported it."

Indeed, when meeting the young chairman, we clearly felt his energetic, enthusiastic and friendly spirit. Sharing about his plans for the future, comrade Hoang said: “Chau Tien is a model commune for building new rural areas in Quy Chau district. However, up to now, the commune has only achieved 10/19 criteria. We are determined to strive in 2014 to mobilize many resources to complete the construction of the market and the criteria for roads, schools and stations…”.

In Chau Phong commune, comrade Le Hai Ly - Chairman of the Commune People's Committee is also a "young person". Born in 1976, before being transferred to the position of Chairman of Chau Phong commune in June 2013, he had 15 years of experience working in agricultural extension at the Quy Chau District Agricultural Extension Center and as Deputy Head of the District Agriculture Department.

Chau Phong is one of three communes in the district's particularly difficult area. In the total area of ​​more than 13,000 hectares of natural land, only more than 200 hectares of rice fields can be used for wet rice cultivation. In addition, the infrastructure system has not been developed, especially the national power grid system has not been brought into the commune, so people's lives face many difficulties. The rate of poor households in the commune by the end of 2013 accounted for more than 52% of the total number of households. This situation places great demands on the Party Committee and the commune and district authorities in leading and directing the people to develop the economy and implement the State's policies and laws. When taking on the position of Chairman of Chau Phong commune, he initially encountered many surprises and difficulties. Working far from home, living on "rice in a pot, water in a jar", but he always promoted a high sense of responsibility. In terms of expertise, direct decisively, clearly and most importantly, always be close to the people, put yourself in the people's shoes to understand their feelings and desires.

In less than a year of being promoted to the commune, he has left many marks on the team of Party committee officials, local authorities and people. His first mark was the successful implementation of site clearance of 2 km from Tong 1 village through Xom Moi to Tong 2 village under the Chau Thon - Tan Xuan road project. The road section could not be constructed before due to the deadlock in site clearance. In that situation, he advised the Standing Committee of the Commune Party Committee to take drastic measures to promptly handle site clearance and hand over to the contractor. At the same time, he publicly announced the compensation policy and site clearance for the affected people, and he and the commune officials personally went down to persuade each family. Thereby, 21 affected households were enlightened and agreed to hand over the site to the construction unit to quickly complete the 2 km of road that had been "blocked" for several years.

Another mark of Mr. Ly is in the field of agriculture, which is his professional strength. In addition to the usual tasks such as guiding the commune agricultural officers to improve their planning skills, training, and implementing the crop according to the farming schedule, Mr. Ly also played a very important role in promoting the loan of 10 tons of fertilizer from the District Agricultural Materials Company in the form of credit to supply to farmers growing spring rice. At the end of the crop, farmers have to pay for fertilizer after harvesting. Currently, Mr. Ly is working with local officials to urgently carry out the procedures for granting residential land certificates to the people, striving to complete them by the end of April 2014; at the same time, promoting the necessary procedures to build and develop the model of growing aromatic roots in Chau Phong commune.

Talking about the young commune chairman, comrade Vi Van Chan - Secretary of Chau Phong commune Party Committee assessed: "Comrade Ly has a friendly and simple style and lifestyle. In performing his duties, he is very energetic, enthusiastic, and precise, advising the Party Committee on many effective solutions to solve problems in the area...".

In Quy Chau, in addition to the two young commune chairmen above, the District Party Committee has also boldly transferred and promoted three more young cadres to hold the positions of chairmen of Chau Nga, Dien Lam and Chau Hoan communes. These commune chairmen are all under 38 years old. Through initial assessment, comrade Lang Van Xuan - Head of the Organizing Committee of Quy Chau District Party Committee said: "Using young cadres has the advantage that they have basic training, good working capacity, are proactive, enthusiastic and have new approaches in many fields. Therefore, the results are very positive, creating many changes at the grassroots level." These are also encouraging foundations, showing the growth in quality and quantity of the Quy Chau district cadre team after more than 3 years of implementing the project: "Training and fostering ethnic minority cadres, female cadres, young cadres, grassroots cadres in the period 2011 - 2015" of the Standing Committee of the District Party Committee.

According to the statistics of the District Party Committee's Organizing Committee, the total number of cadres and civil servants under 35 years old in the whole district is 864 people, accounting for 53%. The work of fostering and training cadres has been put into order, linked with cadre planning, gradually overcoming the situation of appointing and then sending them for training. Therefore, the professional, technical and political qualifications of the young cadres are increasingly improved, contributing to the effective implementation of leadership and management of the economy, society, national security and defense and creating confidence in helping Quy Chau escape poverty sustainably.
