New regulations on enrollment to study abroad

The Ministry of Education and Training has just issued Circular No. 06/2016/TT-BGDDT on Regulations on enrollment for studying abroad, effective from May 6.

This regulation applies to cases of enrollment to study abroad under state budget scholarship programs, agreement scholarships and other scholarships managed by the Ministry of Education and Training.

Accordingly, to be eligible to study abroad, Vietnamese citizens must, in addition to having good political and moral qualities; ensuring good health to participate in overseas courses; not being subject to disciplinary action or criminal prosecution, have diplomas and certificates as required by each corresponding scholarship program; meet foreign language requirements or have foreign language certificates as prescribed by each scholarship program; be within the prescribed age and meet other specific conditions of each scholarship program.

Admission priority is given to candidates from agencies and localities that are given priority in human resource training according to Government regulations; candidates with excellent achievements in study and scientific research and other priority subjects according to law.

In case there are multiple scholarship programs, candidates can only apply for one scholarship program with a higher level than the degree level.

The regulations clearly state that candidates who have been selected to study abroad but do not attend due to personal reasons must submit a request to withdraw from studying.

Candidates who have been selected to study abroad but do not attend due to personal reasons are not allowed to register for scholarship programs managed by the Ministry of Education and Training for two years from the date of submitting the application to withdraw from studying./.
