Detailed regulations on the State honorary title "Heroic Vietnamese Mother"

(CPV)On May 22, the Government issued Decree No. 56/2013/ND-CP detailing and guiding the implementation of the Ordinance regulating the State honorary title "Heroic Vietnamese Mother".

According to the Decree, mothers in one of the following cases are considered for awarding or posthumously awarding the State honorary title “Heroic Vietnamese Mother”: having 2 or more children who are martyrs; having only 2 children, 1 of whom is a martyr and 1 of whom is a war invalid with a working capacity reduction of 81% or more; having only 1 child, and that child is a martyr; having 1 child who is a martyr and whose husband or herself is a martyr; having 1 child who is a martyr and herself a war invalid with a working capacity reduction of 81% or more.

In which, the child who is a martyr is the person who has been awarded the Certificate of "Fatherland's Gratitude" by the Prime Minister, including biological children and adopted children according to the provisions of law. The husband who is a martyr is the person who has been awarded the Certificate of "Fatherland's Gratitude" by the Prime Minister and whose mother is his wife. War invalids in the above cases are those who have been granted a War Invalids Certificate by the competent authority, with a reduction in working capacity of 81% or more, including both living and deceased people.

In case a mother has a husband or children who join the enemy's ranks but the mother complies with the Party and State's policies and guidelines, she will still be considered for awarding or posthumously awarding the State honorary title "Heroic Vietnamese Mother".

In addition, the above-mentioned cases of betrayal, surrender to the enemy, acts that endanger the revolution, or violates the law and is sentenced to imprisonment by the Court, while the Court's verdict or decision is still in legal effect (including cases of suspended sentences), will not be considered for the State honorary title "Heroic Vietnamese Mother".

Regarding preferential treatment, the Decree clearly stipulates: Mothers who are awarded the State honorary title "Heroic Vietnamese Mother" are awarded the Certificate and Badge "Heroic Vietnamese Mother", and enjoy preferential treatment according to the provisions of the law on emulation, commendation and the law on preferential treatment for people with revolutionary contributions.

If a mother is posthumously awarded the honorary title of "Heroic Vietnamese Mother" by the State, her relatives who worship her will receive a Certificate and Badge of "Heroic Vietnamese Mother" and enjoy benefits according to the provisions of the law on emulation, rewards and the law on preferential treatment for people with revolutionary contributions.

Also according to the Decree, the organization of the ceremony to confer or posthumously confer the State honorary title "Heroic Vietnamese Mother" is regulated as follows: The Chairman of the People's Committee of the province or centrally-run city is responsible for organizing the ceremony to confer or posthumously confer the State honorary title "Heroic Vietnamese Mother"; the ceremony to confer or posthumously confer is organized solemnly, economically, and has the meaning of traditional education; the ceremony is decorated with the words: Ceremony to confer or posthumously confer the State honorary title "Heroic Vietnamese Mother".

When a Vietnamese Heroic Mother passes away, the Chairman of the District People's Committee is responsible for organizing the funeral with representatives of the Party Committee, government, socio-political organizations; agencies, units providing care and people where the mother resides. The funeral is organized solemnly and economically in accordance with local customs and practices; the ceremony is decorated with the words: Funeral of a Vietnamese Heroic MotherMalehero.

The cost of organizing the ceremony to confer or posthumously confer the State honorary title "Heroic Vietnamese Mother" shall not exceed 1 month of the common minimum wage for 1 case; the funeral of a Heroic Vietnamese Mother shall not exceed 2 months of the common minimum wage for 1 case.

This Decree takes effect from July 15, 2013./.
