(Baonghean.vn) - The Provincial Party Standing Committee has just issued Regulation No. 50-QD/TU on the functions, tasks, powers, organizational structure and working relationships of the Provincial Party Office. The Regulation has 8 Articles, specifically as follows:

About function:Is an advisory body, assisting the Provincial Party Committee, directly and regularly the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee in organizing, operating work, leading, directing, and coordinating the activities of advisory and assisting agencies; coordinating with relevant agencies to advise, appraise, and propose policies and guidelines in the fields of socio-economics, national defense, security, and foreign affairs; principles and regimes for financial and asset management of the Party Committee; is a comprehensive information center serving the leadership and direction of the Provincial Party Committee; is the focal point to help the Provincial Party Committee Standing Committee handle daily work;

To be the representative owner of assets at Party agencies and Party public service units according to budget decentralization; to be the focal point for managing finances and assets of subordinate budget units; to ensure funding, facilities, means and organization to serve the activities of the Provincial Party Committee.

About the mission:

(1) Research, propose and assist the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee in organizing the implementation of work programs; develop and organize the implementation of working regulations; arrange the work programs of the Secretary, Deputy Secretaries and some activities of members of the Provincial Party Committee Standing Committee according to the working regulations and work programs; carry out the foreign affairs work of the Provincial Party Committee;

Coordinate and harmonize the activities of advisory and support agencies of the Provincial Party Committee. Preside over, coordinate advisory and organize the implementation of administrative reform work within the Party. Coordinate with relevant agencies to synthesize the situation of organizing the implementation of resolutions, decisions, directives, conclusions, regulations, and rules of the Central Committee, the Provincial Party Committee and the activities of Party committees at all levels, Party delegations, Party executive committees, and agencies under the Provincial Party Committee.

Notify the conclusions and directions of the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee, the Provincial Party Committee Secretary, the Deputy Provincial Party Committee Secretary and monitor and urge their implementation. Monitor and urge the Party organizations under the Provincial Party Committee and relevant agencies to implement the information reporting regime according to regulations. Carry out information work to serve the leadership of the Provincial Party Committee; the regime of providing information to Party Committee members and organizations. Assist the Provincial Party Committee in implementing the regime of information and periodic and ad hoc reporting.

Receive, issue and manage incoming and outgoing documents and papers of the Provincial Party Committee and the Provincial Party Committee Office; manage and exploit the Provincial Party Committee's cryptographic network. Organize the management, exploitation and application of information technology, protect the wide-area information network of the Provincial Party Committee; organize the management, operation and exploitation of the Provincial Party Committee's telegraph station. Manage and organize the exploitation of documents of the Communist Party of Vietnam Archives under the collection authority of the Provincial Party Committee's historical archives, including the archives of agencies, party organizations, and socio-political organizations.

Manage finances, assets, and party budget expenditures; administer and finance the activities of the Party Committee and the Provincial Party Committee Office; review and approve the financial and budget settlements of the affiliated budget units. Participate in organizing and serving the Provincial Party Congress; chair and coordinate the service of the Provincial Party Committee conference, the Provincial Party Committee Standing Committee, and conferences convened by the Provincial Party Committee Standing Committee, and working sessions of the Provincial Party Committee Secretary and Deputy Secretary.

(2)Instruct and train professional skills in office work, financial work, and Party asset management for Party organizations directly under the Provincial Party Committee and lower-level Party Committee offices; professional skills in document and archive work of Party agencies, organizations, and socio-political organizations in the locality according to the provisions of law on archives, regulations of the Secretariat and instructions of the Central Party Office; information technology, professional skills in key work for lower-level Party Committee offices and Party agencies under the Provincial Party Committee. Conduct inspection and supervision of office work and specialized topics of Party financial work for Party organizations directly under the Provincial Party Committee according to current regulations and financial management decentralization. Preside and coordinate with the Provincial Party Committee's Inspection Committee, the Provincial Party Committee's Organization Committee and relevant agencies to help the Provincial Party Committee and the Provincial Party Committee Standing Committee monitor, inspect, and supervise the implementation of the Working Regulations of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee; propose supplements and amendments when necessary.

(3) Appraise and examine projects and documents of agencies and organizations before submitting them to the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee regarding: Requirements, scope, process, authority to issue, and document format. The content of projects and documents is in the fields of socio-economics, national defense, security, foreign affairs, and other fields as assigned by the Provincial Party Committee Standing Committee before submitting them to the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee.

(4) Coordinate with relevant agencies to research and propose a number of policies of the Provincial Party Committee and the Provincial Party Committee Standing Committee on mechanisms and policies on socio-economic, national defense, security, and foreign affairs; provide opinions to state agencies in concretizing policies and strategies on socio-economic development in the locality.

Coordinate with relevant agencies to develop a number of projects, documents, and action programs assigned by the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee; edit or review documents before they are issued by the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee. With the Provincial Party Committee's Organization Board in personnel work according to the regulations of the Provincial Party Committee Standing Committee on decentralization of cadre management and introduction of candidates; in managing the organization, staffing, and implementing regimes and policies for cadres, civil servants, public employees, and workers of the Provincial Party Committee Office according to decentralization.

Coordinate with the advisory and support agencies of the Provincial Party Committee, the Party delegation, the Party executive committee, and the Party committee directly under the Provincial Party Committee to advise and assist the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee in directing, inspecting, supervising, summarizing, and concluding the implementation of resolutions, decisions, directives, conclusions, regulations, and provisions of the Central Committee and the Provincial Party Committee on Party building work; on socio-economics, national defense, security, and foreign affairs; and the implementation of policies, regimes, and principles of financial and asset management of the Provincial Party Committee.

Coordinate with state agencies in managing planning, basic construction investment plans and project implementation for party agencies according to the provisions of law. With the Provincial Party Committee's Internal Affairs Committee, assist the Provincial Party Committee's Standing Committee in organizing citizen receptions. Exercise the rights and responsibilities of the owner's representative agency according to the Party's regulations and the State's laws for the Party's public service units...

Regarding responsibilities and powers: (1)Responsible to the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee in advising and proposing to the Party Committee and performing the functions and tasks of the Provincial Party Committee Office.

(2)Requesting Party committees and Party organizations under the Provincial Party Committee to report and provide records and documents serving the performance of functions and tasks of the Provincial Party Committee Office.

(3) To be assigned cadres to attend meetings and conferences of Party committees, affiliated Party organizations and relevant agencies when discussing contents in the professional fields under the responsibility of the Provincial Party Committee Office.

(4) Perform the tasks, responsibilities and authorities of the inspection and supervision subject according to the regulations of the Party Central Executive Committee on inspection, supervision and Party discipline work.(5) Implement regular and ad hoc reporting regimes to the Provincial Party Standing Committee, the Provincial Party Standing Committee and the Central Party Office.

Organizational structure:Including the Chief of Office and no more than 4 Deputy Chiefs of Office. No more than 5 departments and 1 affiliated unit: General Department; Administration Department; Party Finance Department; Cipher - Information Technology Department; Administration - Archives Department and Provincial Party Committee Guest House.
