The Ministry of Education and Training, the Ministry of Finance and the Ministry of Labor, Invalids and Social Affairs announced a draft Joint Circular guiding the implementation of regulations on tuition fee exemption and reduction, support for learning costs and the mechanism for collecting and using tuition fees for educational institutions in the national education system from the 2010-2011 school year to the 2014-2015 school year.

Subjects not required to pay tuition

Are full-time pedagogical students studying at public vocational and university education institutions, according to the State's training quota, and are subsidized tuition fees by the State Budget.

People attending pedagogical training courses to meet professional standards: Teachers attending training courses to meet training standards according to regulations of the Ministry of Education and Training.

Tuition exemption

Heroes of the People's Armed Forces (PLF), Heroes of Labor (HLL) during the resistance war; War invalids, people enjoying policies like war invalids; Sick soldiers; Children (biological or adopted children) of revolutionary activists before January 1, 1945; children of revolutionary activists from January 1, 1945 to the August 1945 uprising; children of the People's Armed Forces; children of Labor Heroes during the resistance war; children of martyrs; children of war invalids, people enjoying policies like war invalids; children of sick soldiers; children of resistance activists infected with toxic chemicals.

Orphaned preschool children and students with no support; preschool children and students with disabilities from poor or near-poor households according to regulations of the Prime Minister.

Abandoned children, children who have lost their source of care; children who have lost one parent but the remaining parent is missing as prescribed in Article 78 of the Civil Code or does not have the capacity or ability to provide care as prescribed by law; children whose father and mother or whose father or mother is serving a prison sentence in a prison and has no one to care for them; minors from 16 to under 18 years old but are studying culture or vocational training, and are in the same situation as the above-mentioned children.

Children in kindergarten and primary school whose parents are poor households according to the regulations of the Prime Minister. The poverty line is implemented according to the regulations approved by the Prime Minister from time to time (Currently implemented according to the regulations in Decision No. 09/2011/QD-TTg).

Preschool and primary school children of non-commissioned officers, soldiers and combatants serving for a limited term in the people's armed forces.

For students of the selection system (including students selected for vocational boarding with a training period of 3 months or more): Vocational education institutions and local schools shall sign contracts with localities (including tuition fees, scholarships and subsidies) according to the provisions of Decree No. 134/2006/ND-CP and Joint Circular No. 13/2008/TTLT-BGDĐT-BLĐTBXH-BTC-BNV-UBDT.

Students of ethnic boarding schools, university preparatory schools, university preparatory departments.

Students studying at vocational and higher education institutions are ethnic minorities from poor and near-poor households. The standards for poor and near-poor households are implemented according to regulations approved by the Prime Minister from time to time.

Students majoring in Marxism-Leninism and Ho Chi Minh Thought. Students and trainees majoring in one of the following majors: Tuberculosis, Leprosy, Psychiatry, Forensic Medicine, Pathology at public health personnel training institutions, according to the State's training quotas, will receive tuition subsidies from the State budget.

Ethnic minority students are very few in number, living in areas with difficult socio-economic conditions and areas with special difficulties:

Subjects eligible for tuition reduction

Subjects eligible for a 70% reduction in tuition fees include: students majoring in royal court music, opera, classical drama, reformed opera, dance, circus; and some arduous, toxic, and dangerous occupations for vocational training.

The subjects eligible for a 50% reduction in tuition fees include: Kindergarten children and students who are children of officials, workers, and civil servants whose parents have had work-related accidents or occupational diseases and are entitled to regular allowances; kindergarten children and primary school students whose parents are from near-poor households according to regulations of the Prime Minister. Near-poor households are defined according to regulations approved by the Prime Minister from time to time; students who graduate from junior high school within 3 years (36 months) from the date of graduation from vocational secondary school and vocational college.

Subjects supported with study costs

Orphaned preschool children and primary school students who have no place to live or are disabled or handicapped and belong to poor or near-poor households according to regulations of the Prime Minister.

Children in kindergarten and primary school whose parents are poor households according to the regulations of the Prime Minister. The standards for poor and near-poor households are implemented according to the regulations approved by the Prime Minister from time to time.

Payment method

The Department of Labor, Invalids and Social Affairs is responsible for managing and settling the funding to support learning costs for parents of students and authorizing the People's Committees at the commune level or preschool and general education institutions to make payments to support learning costs for students' families.

The Department of Education and Training is responsible for managing and organizing the payment of direct tuition compensation in cash to parents (or guardians) of preschool and secondary school students.

The Department of Education and Training is responsible for managing and organizing the payment of direct tuition compensation in cash to parents (or guardians) of high school students.

Payments are made in full for 9 months/school year and are made twice a year.

The Department of Labor, Invalids and Social Affairs is responsible for managing and organizing the payment of direct tuition compensation in cash to parents of students whose children are studying at non-public vocational and higher education institutions.
