Regulations on providing public postal services

The Prime Minister has just issued a Decision on providing public postal services and public services in press distribution activities.

Accordingly, public postal services are postal services provided at the request of the State, including: Universal postal services: Basic mail services, with a receiving address, with a single item weighing up to 2 kg, including: Basic domestic mail services; basic mail services from Vietnam to other countries; basic mail services from other countries to Vietnam; Postal services serving national defense and security; Other specific tasks in the postal sector.

The Decision also clearly stipulates public services in press distribution activities. Specifically, the service of distributing the following types of newspapers and magazines via the public postal network is a public service: Nhan Dan Newspaper; Quan Doi Nhan Dan Newspaper; Communist Magazine; Newspapers of Party Committees of provinces and centrally-run cities.

Public postal services and public services in press distribution activities are provided according to national technical standards and service rates issued by competent state agencies.

The provision of public postal services and public services in the above-mentioned press distribution activities shall be carried out in accordance with the provisions of Clause 1 and Clause 3, Article 26 of Decree 130/2013/ND-CP dated October 16, 2013 of the Government on production and provision of public products and services.

The Decision takes effect from November 15, 2015.
