Regulations for foreign military ships coming to Vietnam
On December 9, the Government issued Decree 104/2012/ND-CP regulating foreign military ships coming to Vietnam.
According to the Decree, foreign military vessels arriving in Vietnam must be permitted by competent state management agencies of Vietnam; must respect and comply with the provisions of Vietnamese law and the provisions of this Decree, except in cases where there is another agreement between the country of the vessel and competent state management agencies of Vietnam through diplomatic channels before the vessel arrives in Vietnam.

The ship's operating program and crew members must be implemented according to the agreed plan. In case of any changes, permission must be obtained from the competent state management agency of Vietnam.
When foreign military ships arrive at Vietnamese territorial waters
If foreign military ships come to Vietnam for visits, they are only allowed to anchor and operate at licensed seaports and military ports; they must comply with the instructions of specialized state management agencies at the port.
The Decree stipulates that members of foreign military vessels visiting Vietnam for visits are only allowed to leave the ship and go ashore after completing entry procedures and port transfer procedures and must return to the ship before specialized state management agencies at the seaport carry out exit procedures and port transfer procedures for the ship.
In addition, the Decree also specifically regulates activities that foreign military vessels are not allowed to conduct in Vietnam; procedures for granting licenses for military vessels to visit Vietnam for official visits, diplomatic visits, and regular visits; procedures related to entry, exit, port transfers, and regulations on foreign military vessels coming to Vietnam for repairs./.
