(Baonghean) - After receiving written opinions from the Department of Finance, the Department of Justice, the Nghe An Association for the Promotion of Education and being assigned by the People's Committee of Nghe An province (in Official Dispatch No. 6598/CV-UB-VX dated December 24, 2004), on December 30, 2004, the Department of Education and Training and the Nghe An Provincial Youth Union issued Instruction No. 2036 on the implementation of collection, expenditure, and management of the parent-student association fund, the youth union fund, and the team fund in educational and training institutions. Accordingly, from the 2004-2005 school year, the collection level for the parents' association fund in kindergartens and primary schools is 6,000 - 9,000 VND/member/year, in secondary schools it is 12,000 - 18,000 VND/member/year, in high schools it is 18,000 - 27,000 VND/member/year; the union fund collection level is 9,000 - 15,000 VND/person/year and the team fund is 4,500 - 9,000 VND/person/year.

It can be said that the above collection levels are now outdated and no longer meet the operational requirements of school unions and associations. Therefore, the parent-teacher associations (now called parent-teacher representative boards) of many schools have "broken the barrier", increasing their fund collection many times higher than the regulations. For example, in the 2011-2012 school year, the Parent-teacher Representative Board of SOS Vinh Kindergarten collected up to 170,000 VND/person/year, an increase of nearly... 19 times compared to the maximum allowed level.

Clause 5, Article 11 of the Charter of the Parents' Representative Board (issued together with Decision No. 11/2008 of the Minister of Education and Training) stipulates: "The People's Committees of provinces and centrally-run cities shall regulate the collection and use of operating funds of the Parents' Representative Board". It is thought that, in order to avoid the situation of "breaking the fence" in fund collection as in recent years, the Nghe An Department of Education and Training should soon advise the Provincial People's Committee to issue new regulations on the collection and use of operating funds of the Parents' Representative Board. At the same time, the Provincial Youth Union should also take the lead in guiding the collection of union funds and team funds in a reasonable and practical manner, creating better conditions for union and team organizations to operate.
