New regulations on vehicle license plate issuance

(Baonghean) - The Ministry of Public Security has just issued Circular No. 15/2014/TT-BCA regulating vehicle registration. This Circular regulates the issuance, exchange, and revocation of registration and license plates of road motor vehicles according to the provisions of the Law on Road Traffic.

Accordingly, the competent authority shall issue vehicle license plates immediately after receiving valid vehicle registration documents. In case of issuing new or changing vehicle registration certificates; issuing vehicle transfer or transfer documents; or issuing certificates of revocation of vehicle registration or license plates, the time to complete the procedure shall not exceed 2 working days from the date of receiving all valid documents.

In case of re-issuing a lost vehicle registration certificate, the time for verification and completion of procedures shall not exceed 30 days from the date of receipt of complete and valid documents.

The Circular stipulates that tax-exempt imported vehicles used in Vietnam have an import tax value of 0% according to regulations of the Ministry of Finance; vehicles of overseas Vietnamese returning home that have arrived at Vietnamese ports before April 1, 2014 can be transferred, renamed, and moved according to regulations.

This Circular takes effect from June 1, 2014.
