New regulations on assessment and classification of quality of cadres, civil servants and public employees
The Government has just issued Decree No. 90/2020/ND-CP on assessment and classification of the quality of cadres, civil servants and public employees, effective from August 20, 2020.

According to the Decree, the general criteria for evaluating and classifying the quality of cadres, civil servants and public employees include: 1. Politics and ideology; 2. Ethics and lifestyle; 3. Working style and manners; 4. Sense of organization and discipline; 5. Results of performing assigned duties and tasks.
The Decree also clearly stipulates the criteria for classifying the quality of cadres at the level of excellent task completion as follows:1. Well implement the regulations under the above general criteria; 2. The criteria on the results of performing tasks according to the provisions of law, according to the set plan or according to the specific assigned work are all completed on schedule, ensuring high quality and efficiency; 3. Lead, direct and operate the agencies, organizations, units or sectors, and fields of work assigned to complete all targets and tasks, of which at least 50% of targets and tasks are completed beyond the set level; 4. 100% of agencies, organizations and units under the direct authority and management are assessed as having completed their tasks or more, of which at least 70% have completed their tasks well or excellently.
Criteria for classifying the quality of cadres at the level of completing tasks well are as follows:1. Meet the general criteria prescribed; 2. The criteria on the results of performing tasks according to the provisions of law, according to the set plan or according to the specific assigned work are all completed on schedule, ensuring quality and efficiency; 3. Lead, direct and operate the agencies, organizations, units or sectors, and fields of work assigned to complete all targets and tasks, of which at least 80% are completed on schedule, ensuring quality; 4. 100% of the agencies, organizations and units under the direct authority and management are assessed as having completed their tasks or better.
Criteria for classifying the quality of cadres at the level of task completion are as follows:1. Meet the general criteria prescribed; 2. The criteria on the results of performing tasks according to the provisions of law, according to the plan or according to the specific assigned work are all completed, of which no more than 20% of the criteria do not ensure quality, progress or low efficiency; 3. The leadership, direction and operation of the agency, organization, unit or industry, field of work assigned to complete over 70% of the targets and tasks; 4. At least 70% of the agencies, organizations and units under the authority of direct responsibility and management are assessed as having completed the tasks or more.
The Decree also clearly stipulates criteria for classifying the quality of cadres at the level of not completing their tasks.Accordingly, officers with one of the following criteria are classified as not completing their tasks:1. There are signs of degradation in political ideology, morality, lifestyle, self-evolution, self-transformation according to the assessment of competent authorities; 2. More than 50% of the criteria on performance of tasks as prescribed by law, according to the set plan or according to specific assigned tasks have not ensured progress, quality, and efficiency; 3. The agency, organization, unit or sector, field of work assigned to be in charge of completing less than 50% of the targets and tasks; 4. The agency, organization, unit under the authority of direct responsibility and management is related to embezzlement, corruption, waste and is handled according to the provisions of law; 5. There are violations during the performance of tasks that are subject to disciplinary action in the year of assessment.
In addition, the Decree also clearly stipulates the criteria for classifying civil servants and public employees, the authority, order and procedures for evaluating and classifying cadres, civil servants and public employees.
