The regulation that students who sell sex four times will be expelled has been removed from the draft circular of the Ministry of Education and Training.
The draft circular promulgating regulations on student affairs, which stipulates that college and intermediate pedagogical students who sell sex four times will be expelled, was removed from the Ministry of Education and Training's website around 10:00 p.m. on October 29.
At around 10 p.m. on October 29, the Ministry of Education and Training (MOET) withdrew the draft circular promulgating regulations on student work for full-time teacher training programs at college and intermediate levels, which included a regulation that college and intermediate students who sell sex four times will be expelled.
This draft was withdrawn from the website of the Ministry of Education and Training just a few hours after being widely reported by the press.

Speaking after the draft was withdrawn from the website of the Ministry of Education and Training on the evening of October 29, Deputy Minister of Education and Training Nguyen Thi Nghia said that in order to implement the plan to review legal documents, the Ministry of Education and Training has developed a plan to draft a Circular promulgating the Regulations on Student Affairs for teacher training majors at college and intermediate levels, in the regular system, replacing the Regulations on Student Affairs according to Decision 42/2007/QD-BGDDT.
According to the plan, the Ministry will also review and study to amend a number of provisions in Circular 10/2016/TT-BGDDT to suit reality.
"During the process of drafting this circular, the Drafting Committee found that some contents related to the appendix regulating the disciplinary framework for some violations of students, including violations of prostitution, were no longer appropriate and needed to be adjusted when issuing the new Regulations. However, in the process of updating the draft versions to post on the Electronic Information Portal to solicit public opinions, the Drafting Committee was negligent and did not update the most appropriate draft," said Ms. Nghia.
The leader of the Ministry of Education and Training added that the Circular Drafting Board would absorb and complete the draft in the best possible way. The Ministry would also review the responsibilities of the Drafting Board and related individuals.

Previously, the Ministry of Education and Training issued a list of 27 violations against students as well as a specific disciplinary framework for each violation in the draft circular promulgating regulations on student work for teacher training programs at college and junior college levels.
Accordingly, if a student engages in prostitution for the fourth time, he/she will be forced to leave school. The first violation will result in a reprimand, the second warning, and the third suspension. If the student is found to be harboring or brokering prostitution, he/she will be subject to more severe penalties and forced to leave school the first time the violation is discovered. Behaviors such as drinking alcohol during class, being drunk when coming to class; participating in protests, gathering in large crowds, making complaints in violation of the law; storing, circulating, accessing, using obscene cultural products or participating in superstitious activities, illegal religious activities or gambling in any form... are also subject to disciplinary action similar to violations of prostitution.
According to current regulations of the Ministry of Education and Training, full-time university students who sell sex four times will be expelled./.
