Regulations on the percentage of boarding students in ethnic minority boarding schools will take effect from March 18th.
A new policy that came into effect in mid-March 2023 is Circular 03/2023/TT-BGDĐT of the Ministry of Education and Training on the Regulations on the organization and operation of ethnic minority boarding schools.
Circular 03/2023/TT-BGDĐT clearly states that ethnic boarding schools are established by the State for ethnic minority students and students from families permanently residing in areas with particularly difficult socio-economic conditions, aiming to contribute to achieving equality in access to education and the goal of sustainable development of education in ethnic minority and mountainous regions.
The system of ethnic minority boarding schools includes:
a) Ethnic minority boarding primary school;
b) Ethnic minority boarding secondary school;
c) Ethnic minority boarding primary and lower secondary schools.
Ethnic boarding schools must ensure a stable ratio of ethnic minority students and boarding students as follows: Ratio of ethnic minority students: At least 50% of the total number of students in the school are ethnic minorities.

Percentage of boarding students:For ethnic minority boarding primary schools, at least 20% of students must be boarding students; for ethnic minority boarding lower secondary schools, at least 45% of students must be boarding students.
For ethnic minority boarding primary and lower secondary schools:At least 32.5% of students are boarding students, or at least 20% of primary school students are boarding students and 45% of lower secondary school students are boarding students.
Conditions for students to attend ethnic minority boarding schools and boarding students.
Conditions for students to be eligible to studyEthnic Boarding High SchoolThese are primary and lower secondary school students residing within the school's enrollment area as defined by the competent authority.
Boarding students are students who are eligible for support policies approved by competent authorities according to government regulations, because they are unable to travel to and from school on their own within the same day.
Ethnic boarding schools perform their duties and exercise their powers in accordance with current regulations in the Charter of General Schools, including: Organizing the selection of boarding students according to government regulations; organizing the management, education, nurturing, and care of boarding students; organizing educational activities as prescribed; implementing policies and regulations for administrators, teachers, staff, and students as prescribed by the State; implementing social mobilization to support the school's educational activities; and coordinating with families and society in the management, education, nurturing, and care of boarding students.
Ethnic boarding schools carry out a number of specific educational activities.
Ethnic boarding schools conduct enrollment in accordance with the requirements of compulsory primary education and compulsory lower secondary education as stipulated by law.
Ethnic boarding schools carry out educational activities as stipulated in the Charter of General Schools and the following specific educational activities: Educating students about the Party and State's policies on ethnic minorities; the cultural identity and fine traditions of ethnic groups; life skills and environmental protection; education on school and classroom hygiene, improving students' living, eating, and learning conditions; organizing cultural, artistic, and sports activities; field trips, festivals, ethnic holidays, and cultural exchanges to contribute to the preservation and promotion of ethnic cultural identities; organizing collective cooking for boarding students ensuring hygiene and food safety; and providing healthcare for students.
Boarding students fulfill the duties and rights stipulated in the regulations of the general education school, in addition to other duties and rights such as: complying with the school's boarding regulations; preserving their own ethnic cultural identity and respecting the cultural identity of other ethnic groups; being provided with food, accommodation, and living arrangements in the boarding area and enjoying the benefits and policies prescribed by the State.
This Circular takes effect from March 18, 2023./.
