Regulations on land use for economic zones
Mr. Nguyen Van An, residing in Hung Nguyen district, asked: What does the 2024 Land Law stipulate about land use for economic zones? Are land users in economic zones allowed to invest in building and trading houses?
Reply:
Article 203Land Law 2024 stipulates onland use for economic zonesas follows:
1. Land used for economic zones is the land area used for functional areas including:
a) Land used for duty-free zones, bonded zones, export processing zones, and industrial zones;
b) Land used for entertainment and tourist areas;
c) Land used for urban and residential areas;
d) Land used for administrative areas and other functional areas is suitable to the characteristics of each economic zone to create a particularly favorable investment and business environment for investors.

2. The establishment and expansion of economic zones must comply with approved provincial planning to ensure economical and effective land use.
3. Land recovery, land allocation and land lease in economic zones shall be carried out in accordance with the provisions of this Law.
4. The economic zone management board is responsible for coordinating with units and organizations performing compensation and site clearance tasks to carry out compensation, support, and resettlement for the recovered land area in the economic zone.
5. The term of land use for production and business in economic zones shall comply with the provisions of Article 172 of this Law.
6. Land users in economic zones are allowed to invest in the construction and trading of housing and infrastructure, to produce, conduct business and provide services, and have the rights and obligations prescribed by this Law.
7. The State encourages investment in building and trading infrastructure in economic zones.
8. Land use regime, rights and obligations of land users in economic zones are applied to each type of land according to the provisions of this Law.
9. The Government shall detail this Article.
