The Central Committee has issued Regulation No. 47-QD/TW on what Party members are not allowed to do. The full text of this regulation is as follows:

- Based on the Party Charter;

- Based on the Constitution and laws of the Socialist Republic of VietnamMale;

- Based on the Rules of Procedure of the Central Committee, the Politburo, and the Secretariat of the 11th Party Congress;

- To strengthen Party discipline and order, preserve the political and revolutionary moral qualities and exemplary pioneering spirit of Party members, and enhance the leadership capacity and fighting strength of Party organizations,

CENTRAL COMMITTEE REGULATIONS

Members of the Communist Party of Vietnam are revolutionary fighters in the vanguard of the working class, the laboring people, and the Vietnamese nation; along with exemplary adherence to the Political Platform, the Party Charter, resolutions and directives of the Party and the laws of the State, and the regulations of the Fatherland Front and the political and social organizations of which they are members, they must strictly comply with the specific regulations of the Party on what Party members are not allowed to do.

I. Things Party members are not allowed to do.

1 - Speaking, acting contrary to, or failing to implement the Party's Political Platform, Party Charter, resolutions, directives, regulations, decisions, and conclusions; doing things that are prohibited by law.

2. Providing, disclosing, losing, or writing/publishing confidential information and documents of the Party and the State, or matters not authorized for publication; storing, disseminating, or inciting others to disseminate information and documents in any form to spread views contrary to the Party's guidelines and the State's laws.

3. Writing, publishing, or disseminating false information, slander, fabrications, or accusations regarding crimes or sentences before trial, without publishing responses or corrections as required. Creating, producing, possessing, or distributing unhealthy literary and artistic works that incite negative social influence; distributing untrue articles or memoirs.

4. Organizing, instigating, or participating in factional activities, division, or parochialism that undermine internal unity. Abusing the right to speak out, under the guise of reflecting on or offering suggestions to the Party, to attack, falsely accuse, insult, or make arbitrary comments and assessments about others. Threatening, retaliating against, or persecuting those who report, criticize, or offer suggestions.

5. Making fabricated accusations; writing anonymous or pseudonymous complaints; collaborating with others to write and sign a complaint; organizing or participating in inciting, instigating, bribing, or coercing others to file complaints or accusations.

Intentionally sending or distributing complaints or denunciations to places that do not have the authority to handle them.

6. Organizing or participating in associations that violate the law; protesting or gathering in large numbers that disrupt security and public order.

7. Party members (including committee members and party members who are officials under the management of the Party Committee and its Standing Committee) who nominate themselves, accept nominations, and nominate others for positions in state organizations, the Fatherland Front, and socio-political organizations (which, according to regulations, must be nominated by a Party organization) without permission from the competent Party organization.

8 - Bureaucracy, irresponsibility, cover-ups, false reporting, abuse of power, and harassment in the performance of duties.

Lack of responsibility leads to disunity, corruption, smuggling, waste, loss of assets, and other negative phenomena occurring in the agencies, units, and localities under one's direct supervision.

This includes allowing parents, spouse, children, siblings, or other close relatives to undertake projects or conduct business in fields or units under one's direct supervision, contrary to regulations.

Knowing about but failing to report, expose, or address acts of corruption; failing to implement regulations on protecting those who fight corruption.

9. Violating regulations in the following areas: managing houses, land, assets, capital, and finances of the Party and the State; mobilizing capital and providing credit loans; appraising, approving, and bidding on projects; implementing social welfare policies, relief, and rescue; inspection, auditing, and regulations in litigation activities.

10. Interfering with or influencing organizations or individuals to ensure that oneself or others are appointed, nominated, run for office, sent to study, or sent abroad in violation of regulations.

Abusing one's assigned position to misappropriate, borrow, or lend money or assets from those directly under one's supervision in violation of regulations.

Coercing or bribing individuals or organizations to cover up or mitigate the crimes of others.

11 - Presiding over, advising on, proposing, or participating in the issuance of documents contrary to regulations. Facilitating or engaging in actions that allow parents, spouse, children, siblings to exploit one's position or job for personal gain.

12 - Giving, receiving, or brokering bribes; brokering administrative procedures or abusing one's position to broker remuneration in any form contrary to regulations. Giving or receiving commissions or brokering the giving or receiving of commissions contrary to regulations.

13 - Making false reports, creating false records, or declaring one's personal history; declaring assets and income incorrectly; opening accounts abroad illegally; participating in money laundering activities.

14. Organizing trips, giving gifts, or providing entertainment to exploit those in positions of responsibility, leading to the issuance of incorrect decisions that benefit oneself or the organization, agency, or business one is involved with.

15 - Using public funds for visits, entertaining guests, giving gifts, constructing buildings, purchasing equipment, work vehicles, transportation, and communication exceeding standards, limits, or in violation of regulations.

Seizing, leasing, lending assets, or providing loans from state funds, agencies, units, or organizations entrusted with their management and use in violation of regulations.

16 - Taking or facilitating travel, sightseeing, study, or medical treatment for parents, spouse, children, siblings, or other close relatives domestically or internationally, funded by domestic or foreign organizations or individuals, without permission from the competent authority.

17 - Organizing or participating in gambling in any form; lending money in violation of the law; using narcotic substances; excessive drinking of alcohol and other social vices.

Violations of professional ethics; acts of domestic violence; violations of population policy and family planning; cohabitation with another person as husband and wife; marriage of oneself or one's children to foreigners in violation of regulations.

18 - Superstition and superstitious activities (burning votive offerings, practicing spirit mediumship, shamanism, fortune telling). Establishing illegal temples, shrines, or places of worship for religions; supporting or participating in illegal religions; participating in organizations established by religions without authorization from competent authorities. Exploiting religious beliefs for personal gain.

19 - Organizing lavish or wasteful weddings, funerals, holidays, birthdays, wedding anniversaries; celebrations of longevity, new homes, promotions, transfers, or job transfers, or for personal gain.

II-Implementation and handling of violations

1. The Central Inspection Commission is tasked with guiding the implementation of this regulation and assisting the Central Committee, the Politburo, and the Secretariat in inspecting and supervising its implementation.

Party committees at all levels are responsible for leading, directing, and organizing the implementation of the regulations, and for reporting annually to higher-level party committees on the implementation of the regulations through the inspection committee of the higher-level party committee.

During the implementation process, if any issues arise that require additions or modifications, they should be reported to the Central Executive Committee for consideration and decision.

2. Party members who violate these Regulations must be dealt with fairly, accurately, and promptly in accordance with Party regulations and State laws.

3. This regulation replaces Regulation No. 115-QD/TW, dated December 7, 2007, of the Politburo (10th term) on things that Party members are not allowed to do, and is effective from the date of signing and shall be disseminated to Party branches for implementation.
