Fire prevention regulations for dance halls and karaoke businesses

(Baonghean.vn) - On October 6, 2015, the Ministry of Public Security issued Circular No. 47/2015/TT-BCA providing guidance on ensuring fire prevention and fighting safety for discotheques and karaoke businesses.

Accordingly, the design of fire prevention and fighting for dance halls and karaoke businesses listed in Appendix II issued with Decree 79/2014/ND-CP is implemented according to the provisions of technical standards and regulations on fire prevention and fighting, as follows:

The design of the fire resistance level of the construction is suitable to the scale and nature of the construction's operations. Traffic routes and fire prevention and fighting safety distances between discotheques and karaoke establishments and other constructions are implemented according to the regulations in QCVN 06:/BXD; in which, discotheques and karaoke establishments belong to the group of public constructions.

In case a dance hall or karaoke business is located adjacent to other buildings, the outer wall adjacent to that building must be a fire-resistant wall with a fire resistance limit greater than or equal to 150 minutes...

Owners of discotheque and karaoke businesses must implement fire prevention measures for facilities under their management throughout the operation.

Regarding fire protection equipment:

The Circular clearly states that owners of dance halls and karaoke businesses must equip portable fire extinguishers with ABC powder weight equal to or greater than 4kg or portable CO₂ fire extinguishers with fire extinguishing agent weight equal to or greater than 5kg, ensuring 1 extinguisher/50m² and the protection radius of 1 extinguisher is less than or equal to 15m. At the same time, arrange them next to the exit, entrance, on the elevator landing, in the lobby, hallway or in places that are easy to see and use.

Automatic fire alarm systems are equipped with facilities with an area of ​​200m² or a volume of 1,000m³ or more. In particular, fire alarm bell systems or fire alarm broadcasting systems are equipped in each room of dance halls and karaoke establishments.

Automatic fire extinguishing system is equipped for: steel frame and corrugated iron roof facilities with an area of ​​1,200 m² or more; facilities with 1 or 2 floors with an area of ​​3,500 m² or more; facilities with 3 floors or more.

For facilities with a volume of 5,000 m³ or more or facilities that are required to be equipped with an automatic fire extinguishing system, an indoor fire hydrant system must be installed.

This Circular takes effect from December 4, 2015.
