Regulations on routes and traffic restriction times in Vinh City

(Baonghean) - On July 28, 2014, Nghe An Provincial People's Committee issued Decision No. 43/2014/QD-UBND regulating routes and restricted traffic times for vehicles in Vinh City.

This Decision takes effect after 10 days from the date of signing, abolishing Decision No. 15/2010/QD-UBND dated February 1, 2010, Decision No. 33/2010/QD-UBND dated May 24, 2010, Decision 36/2013/QD-UBND dated July 13, 2013 of Nghe An Provincial People's Committee.

Accordingly, the scope of traffic restrictions on some routes in Vinh City is as follows:

1. Trucks with a total weight (including vehicle weight plus cargo) of 4.0 tons or more and passenger cars with 16 seats or more (except official vehicles; buses, contract vehicles; tourist vehicles; vehicles transporting officials, employees, students, armed forces; vehicles serving funerals and weddings) are prohibited from operating from 6:00 a.m. to 10:00 p.m. every day on the prescribed routes (Regulations issued with Decision 43/2014/QD-UBND). Particularly, the routes: Truong Thi, Ho Tung Mau, Le Mao (section from the intersection of the Provincial Post Office to the intersection of Tran Phu Street) are prohibited 24/24 hours every day.

2. Trucks with a total weight (including vehicle weight plus cargo) of 10.0 tons or more and passenger cars with more than 16 seats (except official vehicles; buses; contract vehicles; tourist vehicles; vehicles transporting officials, employees, students, armed forces; vehicles serving funerals and weddings) are prohibited from operating from 6:00 a.m. to 10:00 p.m. every day on the prescribed routes (Regulations issued with Decision 43/2014/QD-UBND).

3. Trucks and passenger cars are prohibited from traveling on drainage ditch No. 1 (connecting Nguyen Thai Hoc Street to Ho Thanh Street) and drainage ditch No. 3.

4. All inter-provincial freight vehicles with a total weight (including vehicle weight plus cargo) of over 10 tons are prohibited from entering Vinh City via National Highway 1A, except for vehicles permitted by the Provincial People's Committee and vehicles of agencies, units, organizations and individuals with the need to deliver and receive goods within Vinh City, which are allowed to enter and exit provided that they have sufficient procedures for delivering and receiving goods or are permitted by the Vinh City People's Committee.

5. For special vehicles:

- Domestic water supply vehicles, traffic rescue vehicles, and specialized vehicles to handle sudden incidents of electricity, water, flooding due to rain, road subsidence, broken branches, and fallen trees are allowed to operate 24 hours a day.

- Tree trimming vehicles, road cleaning vehicles, vacuum cleaners, bridge and road repair vehicles and machines, and forklifts that carry people to work at heights are not allowed to operate on the streets during rush hours (from 6:30 to 8:30 in the morning; from 16:30 to 18:30 in the afternoon).

- Specialized vehicles for transporting garbage, manure suction trucks, sludge suction trucks, and sludge transport trucks serving drainage are only allowed to operate on the streets from 9:00 p.m. to 5:00 a.m. the following morning (except in special cases requiring a permit from Vinh City People's Committee).

6. In case trucks and passenger cars have a necessary need to enter the prohibited routes mentioned in Clause 1, Clause 2 and Clause 3 of this Article, they must have written consent from Vinh City People's Committee./.
