Central Planning Session XIII: More than 200 personnel introduced

Last weekend, the Politburo meeting chaired by General Secretary and President Nguyen Phu Trong approved the planning of the 13th Central Executive Committee for the 2021-2026 term. This is an important part of preparing strategic personnel for the new term. Cadres, especially strategic cadres, are the decisive factor in the success or failure of the revolution.

More than 200 personnel were introduced into the Central planning of the 13th term.

The planning of the 13th Party Central Committee was officially discussed at the 9th Conference of the 12th Party Central Committee at the end of December last year. Here, General Secretary and President Nguyen Phu Trong affirmed that in personnel work, personnel planning is the first step, of extremely important significance, ensuring that personnel work is systematic, proactive, has a long-term vision, and meets both immediate and long-term requirements.

Implementing the Politburo's Plan, all 116/116 localities, agencies and units for which the Politburo and the Steering Committee have developed strategic-level staff planning and allocated structure and quantity have urgently and seriously implemented the plan and the Central's directives and instructions with a high sense of responsibility and determination.

Strategic cadres are the decisive factor in the success or failure of the revolution.

Based on nearly 250 cadres discovered and introduced by localities, agencies and units, the Steering Committee for building strategic-level cadre planning coordinated with the Central Party Committees to review and select reports to the Politburo, and the Politburo agreed to introduce more than 200 personnel for the Central Committee to comment on.

The cadres introduced into the planning are all well evaluated by localities, agencies and units in terms of political qualities, ethics, lifestyle; qualifications, working capacity, prestige and development prospects.

The three planned age groups are under 55, under 50 and under 45.

Personnel standards and conditions in planning the 13th Central Executive Committee are implemented according to Regulation 90 of the Politburo.
In addition to this general regulation, the Politburo requires that when developing a plan, quality must be the main focus, not lowering standards for the sake of structure and quantity. At the same time, strive to have a reasonable structure between the three age groups to ensure solid succession and continuous development of the team of senior officials.

One of the new points of this process compared to the past is that the Central Committee especially emphasizes the responsibility of Party committees, Party organizations and advisory agencies, limiting the situation that we have long been "stuck" in handling violating officials, which is the difficulty in assigning responsibility to individuals and organizations that recommend and appoint.

Specifically, basically, this planning is still the same as previous terms, identifying with the Central planning three groups of subjects: under 55, under 50 and under 45 years old according to the January 2021 milestone (the expected start time of the XIII Congress term).

For those under 55 years old, those considered for inclusion in the planning are Secretaries, Deputy Secretaries of provinces and cities, Deputy Ministers and equivalent... These people must be leaders or have been planned for the position of leaders in the 2021-2026 term and must be Party Committee members at the place of work.

For personnel under 50 years old, their current positions may be lower than the above group. Specifically, such as District Party Committee Secretary, Department Director, Branch Director and equivalent, Standing Member of the People's Council, Standing Member of the People's Committee, General Director, Department Director, Division Director and equivalent in Central agencies. This number must also be planned for the position of provincial head or head of a central agency or unit and also be a Party Committee member at the workplace.

The group under 45 years old is not required to hold a position like the two groups above, but must also be nominated for positions managed by the Politburo and the Secretariat (Deputy Secretary of the Provincial Party Committee, Deputy Minister and equivalent). These young candidates must be assessed as having outstanding qualities, abilities, and work achievements, and through practical work have demonstrated leadership and management capacity. This is the group of cadres who create a source for the next terms, and can participate as alternate members of the Central Committee.

Respect the standards of political courage and exemplary behavior

Talking to the press about the planning of the 13th Central Executive Committee on the occasion of the 9th Central Conference, 12th term, Deputy Head of the Central Organizing Committee Nguyen Thanh Binh emphasized the importance of standards on political mettle, moral qualities, lifestyle, sense of organization and discipline, exemplary behavior of the cadres themselves and their families. Working capacity is linked to work results and specific products in the assigned fields and areas. The planned personnel also need to have ambitions and aspirations for innovation, for the development of the country and for the happiness of the people.

Mr. Nguyen Thanh Binh also affirmed: Upholding the principles, promoting democracy in considering and deciding on personnel planning, not lowering standards because of quantity. Do not let people with one of the following limitations and shortcomings into strategic planning: people with political ideology, ethics, lifestyle degradation, self-evolution, self-transformation; political opportunism; flattery, seeking positions, power, personal ambition, not transparent; not being exemplary in themselves and their families in implementing the Party's guidelines and policies, the State's laws...

At the 9th Central Conference of the 12th tenure, General Secretary and President Nguyen Phu Trong requested that it is necessary to regularly monitor, urge, inspect, and supervise cadres who have been included in the planning. If violations or unqualified officials are found, they must be promptly removed from the planning.

According to the General Secretary, the planning of the Central Executive Committee for the 2021-2026 term is not yet a specific "personnel" for the next term, but a very important preparatory step, the basis for the personnel work of the Party's 13th term Executive Committee. The spirit is to do it step by step, task by task, firmly and closely; after completing the planning of the Central Executive Committee, then plan the Politburo and Secretariat; then move on to key positions.

The planning of strategic-level cadres was first carried out from the 11th term. Through summarizing and drawing experience from the 11th term, the 12th Central Executive Committee affirmed that it must continue to do so and do it in a more fundamental, systematic, and rigorous manner.
