Quy Hop: Leading mountainous districts in publishing and using party newspapers

(Baonghean) - Previously, Quy Hop was a district at the bottom in terms of the number of party newspaper publications and usage. However, from the first quarter of 2011 until now, the number of party cells with Nghe An newspaper in Quy Hop has gradually increased and stabilized from 94-96.5%, rising to the top among mountainous districts.

Mr. Hun Vi Minh - Standing Deputy Secretary of Quy Hop District Party Committee said that this was possible thanks to Quy Hop not only implementing well Directive 11 of the Politburo and Directive 03 of the Provincial Party Committee on publishing and using Party newspapers and magazines, but also seriously implementing Circular 225 of the Ministry of Finance on the source of funding for purchasing Party newspapers.

The entire budget for this item is 100% transferred to the Post Office. Therefore, not only the rural Party cells have newspapers, but also the Party Secretary and the Chairman of the Commune People's Committee have Nghe An newspaper. In the quarterly and 6-month meetings, the district conducts training on integrating professional skills, including the purchase and use of party newspapers to thoroughly educate the grassroots. The Post Office is assigned to periodically report quarterly to the Propaganda Department in a timely manner to grasp and advise the District Party Committee to issue official dispatches to urge.

For agencies located in the area, the district divides them into two categories to direct the purchase of party newspapers. The block of agencies with grassroots party organizations under them reminds and urges them to implement the District Party Committee's Directive well. The block of agencies under vertical sectors coordinates with the superior sector to direct or find out if there are any difficulties in the political tasks serving the locality so that the district can take measures to help. Thanks to the close attention, the newspaper subscription is seriously implemented by all units in the Quy Hop area.

Currently, the distribution and use index of Quy Hop's party newspaper leads the mountainous districts with 442 issues/issue. Specifically, the Party Committee of the District Party Committee has 11 issues of Nghe An newspaper; the District People's Committee has 19 issues. For the Party Committees of communes and towns: 100% of the Party Committees, secretaries and chairmen of communes have Nghe An newspaper. The grassroots units have a large number of party newspapers such as: Chau Thanh 12 issues/9 party cells; Tho Hop 12 issues/8 party cells; Tam Hop 20 issues/18 party cells. Some communes are not provided with newspapers but have a large number of newspapers: Chau Quang, Tho Hop, Nghia Xuan, Minh Hop, Town, Dong Hop. In particular, Chau Quang, Tam Hop and Town communes not only have a large number of Nghe An newspaper publications but also use them effectively.

Comrade Tran Nhat Minh - Secretary of the Town Party Committee said: There are 20 rural party cells and 2 school party cells that have ordered 22 issues of Nghe An newspaper. Every morning, at the beginning of work, reading the newspaper has become a habit. For the unions (associations), there are 2 monthly meetings to deploy the tasks of the industry, with an important section being the newspaper review. The Association of the Elderly is considered to do the best. Also according to the Secretary of the Town Party Committee, through monitoring, recently Nghe An newspaper has rich, concise, specific and close information, which has been read with interest by cadres, party members and people.

Tam Hop commune has 23 party cells, all of which have Nghe An newspaper. Party Secretary of the commune - Truong Quang Lap said: Tam Hop has a main source of income from agriculture, color farming, especially sugarcane which is a crop for hunger eradication and poverty reduction, and wet rice cultivation is still low, but the average income per capita of 14 million VND/year has affirmed that it is quite good for a commune with more than 30% of Tho ethnic people. The commune has 18 reporters in charge of reviewing news, articles, guidelines, and policies in the newspaper to build effective propaganda content. Every month, through party cell activities, reporters review newspapers and draw lessons from good information and articles.

One of the 9 typical clean and strong Party Committees of Quy Hop in the past year is Chau Quang. The commune has 25 Party cells, ordering 27 issues of Nghe An newspaper. The Party Secretary of the commune - Sam Ngoc Du said: The Party Committee assigned the Party cell secretaries and the Propaganda Department to propagate the policies and guidelines of the Party newspaper to the villages. Nghe An newspaper is read on the loudspeakers of the hamlets, thereby bringing timely information to the people.

The Party Committee has achieved clean and strong status for 12 consecutive years and has achieved outstanding performance for 9 consecutive years. According to Mr. Du, with the characteristic of a commune with many ethnic minorities (53% are Thai ethnic people), if there is more funding to buy party newspapers, it is very necessary for the people to have more opportunities to access party newspapers, understand more about the Party to speak and follow the Party. Notably, Chau Quang has 10 retired military officers who subscribe to Nghe An newspaper. They are the active factors in propagating policies and bringing to the people good economic models for them to learn and follow.

With a stable rate of nearly 100% of party cells subscribing to Nghe An newspaper, Quy Hop district is the only district in the mountainous region to achieve this achievement. This affirms that the implementation of Directive 11/CT-TU of the Politburo and Directive 03/CT-TU of the Provincial Party Committee Standing Committee of Quy Hop District Party Committee has had very positive changes; at the same time, it proves that wherever the Party Committee and the government have a correct perception of the role of the Party newspaper, the Party newspaper will have a firm position in the hearts of readers.
