Quy Hop: Struggling to build a cultural district in phase 3

Mr. Luu Van Thai - Director of Quy Hop District Cultural Center pointed out the difficulties in implementing phase 3 of the cultural pilot district: "Currently, apart from the Project "Building a cultural pilot district in mountainous areas and Quy Hop mountainous culture in the period of 2012 - 2015" built by the district, there are no legal documents or regulations specifying the tasks that need to be done so that the Center can guide and direct the grassroots".

According to Mr. Thai, to encourage core members to participate in cultural, artistic and sports activities at the grassroots level, timely material encouragement is needed. However, because there is no regulation to support cultural activities, artisans, athletes and actors are not supported materially, which leads to a situation where the movement at the grassroots level is not encouraged.

On the other hand, for cultural and sports activities at the grassroots level to be truly effective, the cultural, information and sports (C&S) institutions at the grassroots level must be synchronous and meet standards. However, the mobilization of internal resources of the people is only at a limited level, the district budget is limited, while the support from the Central and the province is very limited, so the construction of grassroots C&S institutions is not synchronous and does not meet the prescribed standards. The district cultural center is also in the same situation: it lacks many institutions to ensure the operation of multi-functional gymnasiums, district-level cultural houses... "Even the speaker system and machines of the Center must be rented, and the propaganda information vehicle is useless because it is not suitable for mountainous roads..." - Mr. Thai added.

The project "Building a model district of mountainous culture and Quy Hop mountainous culture in the period of 2012 - 2015" sets out targets to strive for such as: Over 70% of families are recognized as "Cultural Families"; over 60% of hamlets, villages and hamlets are recognized and maintain the title of meeting cultural standards continuously for 5 years or more; 55% of agencies, units and enterprises meet cultural standards according to new criteria; 10/21 communes and towns meet the criteria of "Commune meeting new rural cultural standards"; 10/21 communes and towns meet the criteria of having a cultural and sports center meeting national standards; 100% of hamlets, villages, hamlets and blocks have a Cultural House - Sports area; of which 50% meet the standards according to the regulations of the Ministry of Culture, Sports and Tourism; Over 90% of hamlets, villages, and cultural blocks mobilize people to contribute to building and upgrading economic, cultural, and social infrastructure in the community; over 85% of households well implement regulations on civilized lifestyle in weddings, funerals, and festivals; 100% of hamlets, villages, and blocks build, supplement annually, and effectively implement community conventions and grassroots democracy regulations; 80% of hamlets, villages, and blocks maintain club activities, cultural and artistic movements, and mass sports; 80% of hamlets, villages, villages, and blocks have sanitation teams that regularly sweep and collect garbage to designated places; newly build and effectively organize activities of 1 Thai and Tho ethnic folk song, music, and dance club at district level, 2 purely Thai cultural villages, 2 purely Tho cultural villages...

To implement this, Quy Hop has proposed many tasks and solutions, focusing on promoting and improving the quality of the movement "All people unite to build a cultural life"; preserving, exploiting and promoting traditional cultural values ​​of ethnic groups; improving the quality of cultural, artistic, information and sports activities; actively mobilizing resources to consolidate, build and perfect the system of cultural, sports and information institutions from district to grassroots level to meet national standards; continuing to effectively implement the implementation of professional cultural programs and activities to serve mountainous people, especially ethnic people in remote and isolated areas....

However, according to Mr. Nguyen Tien Canh - Head of the District Culture Department, there are obstacles for Quy Hop in implementing the project. That is, the Ministry of Culture, Sports and Tourism, the Provincial People's Committee and the Department of Culture, Sports and Tourism have not yet issued documents directing and guiding the construction of the mountainous cultural district in phase 3; there are difficulties in mobilizing resources to complete the system of cultural, sports and tourism institutions... Mr. Canh said: "After Quy Hop summarizes and evaluates the implementation of phase 2, the superiors should have issued documents guiding and directing the sequential implementation of phase 3. It is necessary to specify what phase 3 does, what are the criteria for completing phase 3 and it is necessary to clearly distinguish what the district will proactively do, what the Ministry of Culture, Sports and Tourism, the Provincial People's Committee and the Department of Culture, Sports and Tourism will guide and help...".

The estimated budget for the project's phase 3 implementation is 50 billion VND. Of which, 10 billion VND is for the cultural, sports and entertainment facilities and district-level cultural works; 15 billion VND for the communal-level cultural, sports and entertainment facilities (including: cultural houses, stadiums, radio stations, libraries, political agitation clusters, specialized equipment); 25 billion VND for the hamlet-level cultural, sports and entertainment facilities (including cultural houses, sports grounds, reading rooms, bulletin boards, specialized equipment).

In particular, it is proposed that the Central and the province support 50% through programs and projects; district and commune budgets 15%; attract funding sources 5% and people contribute 30%. Accordingly, the District People's Council has issued specialized resolutions to promote the implementation of the project of the cultural district in phase 3 and the budget allocation plan to invest in implementation; the plan to mobilize people's strength and call for funding sources from local businesses has also been taken into account. As for the support source from the Central and the province, the district is planning like that, until now, after more than a year of implementing phase 3, it is still unknown whether there is a source or not?

When asked about the implementation of phase 3 of the cultural district, Quy Hop District Party Secretary, Mr. Cao Thanh Long, shared the same sentiment with his staff: “After 10 years of implementing the Project to build a cultural district for mountainous and ethnic minorities, many results have been achieved, contributing significantly to gradually improving the material and spiritual life of the people, maintaining political security and ensuring social order and safety. Because of the great value of building a cultural district for mountainous and ethnic minorities, Quy Hop is determined to implement phase 3. However, to achieve good results, in addition to internal efforts, Quy Hop hopes to receive close guidance, direction and support from the Ministry of Culture, Sports and Tourism and the province...”.
