Quy Hop: "Missed schedule" projects

(Baonghean) - Currently, Quy Hop district has 18 projects serving the people such as: resettlement areas, waste treatment areas, roads, irrigation works... that are behind schedule. The main reason leading to this "missed appointment" is due to lack of capital and overcoming this situation is also a difficult problem to solve...

Quy Hop lacks centralized waste treatment areas. Although it is known that waste treatment and environmental sanitation are important criteria in the goal of building new rural areas, the district is still struggling when there are too many "hot spots" of concentrated waste in the area. Dinh Bridge, Truong Lai overflow bridge, Mung village bridge... are spontaneous waste collection points that cause environmental pollution, loss of aesthetics and unpleasantness for passersby. Although many measures have been proposed such as establishing waste collection teams along main roads, propaganda, and mobilizing people to dig and build household waste pits, it seems that they are still not really effective. To solve this difficult problem, the district approved the project to build a waste treatment area for the town and neighboring communes in 2011. However, up to now, this project is still the desire of the people here.

Mr. Hoang Van Minh (Block 15, Quy Hop town) said: “For a long time, the waste of my family as well as other households here has been collected at the end of the day and dumped on the land area above Trung Khuoc Industrial Park. This garbage dump is located at the beginning of town while the waste is piled up, causing a significant impact on the living environment of local people as well as spoiling the beauty of the town. When we learned that the district was building a garbage treatment area, we were very happy, but we have been waiting for nearly 5 years and the project has not been put into use. Hopefully the project will be completed soon so that people can satisfy their expectations.”

It is known that the Waste Treatment Area of ​​the town and neighboring communes was built in Thung Khang hamlet, Tho Hop commune with a total investment of more than 36.6 billion VND. The above project started in 2011 and was scheduled to be completed by the end of December 2013. However, it was later extended to June 2015 and has not been completed yet. To date, the project has disbursed 17.5 billion VND, of which the district budget is 3.6 billion VND and completed nearly 80% of the project. Due to the district budget's difficulties, the provincial People's Committee is currently requesting support of 7 billion VND to construct the final items.

Besides the waste treatment area, the Dong Chua dam project in Minh Hop commune is also the desire of many local people. The project started in March 2010, and was scheduled to be completed in March 2012 with a total cost of nearly 11 billion VND. However, the project has only disbursed nearly half of the total amount. After a period of unfinished work, this project had to be adjusted from a reservoir to a spillway. According to the original design, the reservoir would provide irrigation water for 100 hectares of rice and crops for the commune, but now, if it is changed to a long spillway with a length of 47m, the project will only be effective in providing 52 hectares of rice. On the other hand, during the rainy season, ensuring the safety of people at the spillways is also a matter of concern, because the flow here will be very strong and slippery.

In addition to the two unfinished projects above, Quy Hop currently has many "urgent" projects but the progress is "snail-like". Typically, the resettlement area for 42 households in 8 villages of Chau Tien commune and 32 households of Lien Hop commune to move out of the landslide disaster area has not been completed yet even though the flood season is approaching. 5 years have passed but the households here still cannot settle down and stabilize their lives. Or the Ban Mong Reservoir project started in 2010, but after only a year of construction, it was temporarily suspended until June this year, causing significant impacts on the lives of many households in the area. It was not until early July that the project was re-implemented.

Discussing the above concerns with Mr. Truong Van Nam, Deputy Head of the Department of Industry and Trade, we were told: “Currently, the district is trying to complete unfinished projects and works as soon as possible. However, due to limited budget resources, it will take more time to mobilize capital as well as receive support from the province to ensure the lives of the people soon.”
