From the issues arising in the construction of new rural areas, the problem of drought and lack of water for daily life, the problem of improving the quality of comprehensive education, to the lack of capital for farm economic development... are really worrying and worrying the highest leader of the province.

Coming to Quy Hop these days, we feel the vibrant atmosphere of the Party Committee and the people of the whole district competing to achieve achievements to celebrate the 50th anniversary of the district's establishment. Present in the district early in the morning, the Provincial Party Secretary and Chairman of the Provincial People's Committee spent more time with the people and listened to opinions from the grassroots.

Visiting Dong Hop commune, a commune located in the North of the district, the delegation inspected the results of the implementation of the National Target Program on New Rural Development here. It is a joy because Dong Hop is not a commune with good conditions for comprehensive economic development, but the commune has promoted its combined strength in building rural infrastructure, to create a new face after more than 2 years of implementing the National Target Program on New Rural Development.

Party Secretary Phan Xuan Lam reported on the results of the implementation of the National Target Program on New Rural Construction. After the Dong Hop planning, extensive propaganda was focused on the entire population and a number of criteria were selected for implementation first, such as building a road system, electricity system, and irrigation system. Surveying the more than 5.7km long road that had just been constructed under the method of the State supporting cement (more than 1,000 tons) and the people contributing more than 70% of the cost, comrade Ho Duc Phoc reminded the locality: at the same time as putting the road into use, both sides of the road must be reinforced to ensure safety for people when participating in traffic, and attention must be paid to the technique of creating a level surface during construction.

Visiting the family of Ms. Nguyen Thi Nguyet, a poor and sick household in Hop Lien hamlet, sharing the difficulties of the family, comrade Ho Duc Phoc also reminded the Party Committees and authorities of Dong Hop commune to pay more attention to social work, helping poor and disadvantaged households, and that the Party Committee has not yet fulfilled its duties to the people. Here, comrade Ho Duc Phoc and the working delegation witnessed the difficult situation due to lack of water for production, low crop productivity, and failure to exploit the potential of local land. 5/15 hamlets still lack water, directly affecting the lives of local households. Sharing the difficulties of the locality, the Provincial Party Secretary suggested that the commune and district proactively plan to survey the local groundwater source, and the province will have a mechanism to support people in drilling wells to ensure domestic water for households. For areas of fertile land and rice fields that still lack water, while waiting for the Ban Mong irrigation project, it is necessary to survey the source and invest in buying mobile pumps to serve the drought-proof irrigation work for crops.

Visiting Quy Hop Secondary School for Ethnic Minorities, the delegation was pleased to see that after 2 years of establishment, the school has become a trusted address in training and nurturing good students, actively contributing to training human resources for ethnic minority children in the area. Teacher Nguyen Duc Duc, Principal of the school reported that, out of 150 students of grades 6 and 7 of the whole school, most of them have been really good and studious. Families and parents have cooperated with the school to take better care of the children, the current school teaching staff with 18 staff members have also overcome initial difficulties to focus on teaching and learning.

The Provincial Party Secretary - Chairman of the Provincial People's Committee requested that the school, in investing in building facilities according to the approved project, should prioritize clearing the ground to expand the campus according to the planning to ensure conditions for students to study. There must be a place to study that meets the requirements of light, ventilation, a campus for students to play, and safety when they eat and rest. Special attention should be paid to the issue of building a team with moral capacity so that teachers are always a shining example to help students improve their personality, because the difference between this school and other schools is that the school is completely attached to the students, students see the school as their home. Therefore, teachers here are both fathers and mothers, so they need to pay close attention to the students, so that they have the best conditions to improve their intelligence and physical strength. In the planning, attention should be paid to the items that directly serve the best for the children to study because this level of education is very important in forming their personality and world view. Comrade Ho Duc Phoc and the delegation presented the teachers and students of the school with a set of computers.

Visiting the forest and livestock farm of Mr. Cao Nhu Khoi, Thai Tan hamlet (Chau Thai), the Provincial Party Secretary - Chairman of the Provincial People's Committee praised the bold investment of the household owner in economic development. On an area of ​​nearly 10 hectares, the farm owner has planned to plant raw material forests above, and below to build a system of breeding wild boar farms with a scale of 200 commercial pigs. Along with Khoi Nga farm, this area has 4 farms with similar scale and production methods that are forming a farm association to have support and information in buying and selling breeds and consuming products.

Mr. Cao Nhu Khoi, owner of Khoi Nga farm, reported that the development of the wild boar farm is contributing to preserving the wild boar gene, crossbreeding to improve the quality of the breed to provide high-quality food. The farm has also built a water supply and drainage system, ensuring the environment during operation. The Provincial Party Secretary - Chairman of the Provincial People's Committee also shared with the farm owner the current difficulties that the farms are facing, which is the lack of long-term preferential loans, and the lack of access to capital to solve employment problems for the farms, affecting the land use process as well as investment efficiency.

The concern for Quy Hop is that despite having many advantages, the district has not yet made a breakthrough to affirm itself as a dynamic economic region, a development center of the Northwest region of the province. During the working session, based on the opinions of representatives of provincial departments and branches, the Provincial Party Secretary - Chairman of the Provincial People's Committee said that it is impossible to be satisfied with a weak development of Quy Hop as it is now, as well as the goal of becoming a fairly developed district of the province, but requires Quy Hop to become a dynamic economic region of Nghe An, a development center of the Northwest region. To do so, the district promotes the advantages of the mineral potential area to attract investment in deep processing industry. To build new rural areas, it is necessary to build economic models associated with the characteristics of the locality. Developing tourism, trade centers, rural markets... are the issues raised for the leaders of the government and people of Quy Hop to develop rapidly and sustainably from the tradition of 50 years.
