In addition, the awareness of compliance with environmental protection laws of some enterprises is not high, some enterprises often take advantage of the night, when it rains heavily, to drain wastewater reservoirs; During their free time, some local people have gathered together and manually collected tin ore at the tails of mines discharged by enterprises, on shallow streams... causing turbidity in the flow and polluting the water source. This is an urgent issue that has always been of public concern and reflection.

Regarding the responsibility of State management in the field of environmental protection of the District People's Committee: The District People's Committee has really cared and paid attention to the State management of environmental protection. It has issued management and directive documents: Official Dispatch No. 94/UBND-TNMT dated March 8, 2012 on rectifying mineral exploitation and processing activities; Official Dispatch No. 302/UBND-MT dated June 15, 2012 on inspecting and handling environmental pollution in mineral activities; Official Dispatch No. 593/UBND-TN dated October 25, 2012 on directing the implementation of Directive No. 06-CT/HC of the District Party Committee to direct and assign departments, branches, sectors, People's Committees of communes and towns to implement the Directive of the District Party Committee; Directive No. 17/2013/CT-UBND dated August 22, 2013 on strengthening State management of land, minerals and environmental protection.

The Interdisciplinary Inspection Team has been maintained to proactively inspect and handle violations. In 2013-2014, 136 cases were inspected and 57 cases were advised to be handled for administrative violations in the field of environmental protection. Official dispatch No. 291/UBND.MT was issued to list 10 factories and 7 tin mines that often violate or repeat environmental pollution and put them on the list of establishments causing environmental pollution and at risk of causing serious environmental pollution to report to the Provincial People's Committee and the Department of Natural Resources and Environment. The Interdisciplinary Inspection Team of the district and the Department of Natural Resources and Environment have increased the inspection of mineral activities and environmental protection. However, due to the small force, the members of the team are mainly part-time, so the inspection work has not been regular and continuous.

Responsibility has been assigned to the Chairmen of the People's Committees of 16 communes with mineral activities through signing a commitment with the Chairman of the District People's Committee on responsibility in State management of minerals and environmental protection.

Coordinated with working groups of the Department of Natural Resources and Environment to inspect compliance with the Law on Environmental Protection in mineral activities.

Coordinated with the Provincial People's Committee Inspection Team chaired by the Provincial Police, sent officers to participate, provided full records, related documents, equipment and machinery to serve the inspection work of the team to check and handle violations of minerals and the environment. Thus, according to the hotline information that people reflected "... this issue, local people have repeatedly reported to the government as well as made recommendations in voter meetings but have not been resolved" is incorrect.

To solve this problem, in the coming time:

The District People's Committee's interdisciplinary team will strengthen inspection and handling of violations in mineral activities and especially environmental protection in the area, operating at least 10 days per month. In case any enterprise violates or violates repeatedly without being able to handle the environmental treatment filtration system according to the signed Environmental Commitment, the District People's Committee will strictly handle and report to the Provincial People's Committee and the Department of Natural Resources and Environment to request suspension of production for correction.

Assign responsibility to the Chairmen of the People's Committees of 16 communes with mineral activities who have signed commitments with the Chairman of the District People's Committee on mineral resource management and environmental protection in the area. If any Commune People's Committee Chairmen lack a sense of responsibility and are lax in State management, especially in the field of environmental protection, the District People's Committee will report to the Standing Committee of the District Party Committee for consideration and handling.

Continue to coordinate well with inspection teams established by the Provincial People's Committee, departments and branches to inspect and handle violations of minerals and environmental protection.
