5-step process for selecting provincial party committee personnel for new term
Directive 35 of the Politburo on party congresses at all levels towards the 13th National Congress clearly stipulates a 5-step process for provincial-level party committee personnel for the 2020-2025 term.

Re-election process
Step 1:Organize the first meeting of the Party Committee Standing Committee to evaluate each case and consider and approve the list of Party Committee members, members of the Party Committee Standing Committee, deputy secretaries, and incumbent Party Committee secretaries who meet the standards and conditions for re-election to the Party Committee for the 2020-2025 term according to regulations to get opinions and recommendations at the conference of key cadres.
Step 2:Organize a conference of key cadres to collect opinions by secret ballot on the list of re-elected personnel that has been reviewed and approved by the Party Committee Standing Committee in step 1.
Step 3:Organize the first Party Executive Committee conference for the Party Executive Committees of provinces, cities, and Party Committees directly under the Central Committee to discuss and introduce personnel by secret ballot.
Step 4:Organize the 2nd meeting of the Party Standing Committee to review and vote on the list of personnel to be re-elected to the Party Committee for the new term to present to the 2nd meeting of the Party Executive Committee.
Step 5:Organize the 2nd Party Executive Committee meeting, analyze the voting results at the meetings; verify and conclude newly arising issues (if any); the collective Party Executive Committee of the province, city, and Party Committee directly under the Central Committee discusses and votes to introduce personnel by secret ballot.
The recommended and selected personnel must receive approval from over 50% of the total number of delegates convened in each step (step 2 is calculated based on the number of delegates present); the vote counting results are announced at the conferences.
Personnel process for first time joining the Party Committee
For personnel joining the Party Committee for the first time, the same 5-step process as for re-election is applied. However, from step 2 onwards, personnel introduced to join the Party Committee for the first time must follow the principles of introduction and selection corresponding to each step.
Accordingly, the principle of introduction and selection in step 2 is that each introduced member does not exceed the structure and number of positions as prescribed.
At the same time, consider, select and introduce personnel from the list approved by the standing committee meeting of the Party Committee in step 1 or may introduce other personnel but must ensure that they meet the prescribed standards and conditions.
The selected and introduced personnel must have an approval rate of 30% or more of the total number of delegates present and be selected from top to bottom to reach the required number (including the remaining 10-15% compared to the total number of Party Committee members allocated according to regulations).
If at the end of the recommendation list there are many people with the same number of recommendations, all the recommended cases will be included in the list for recommendation in the next step.
The principle of introduction and selection in step 3 is that each member is introduced not exceeding the structure and number of positions according to regulations and consider, select, and introduce personnel from the list introduced by the key staff conference in step 2 or can introduce other personnel but must ensure sufficient standards and conditions according to regulations.
The recommended and selected personnel must have a vote of approval of over 50% of the total number of delegates present and be selected from top to bottom to meet the required number (including the remaining 10-15% compared to the total number of Party Committee members allocated according to regulations).
If at the end of the recommendation list there are many people with the same number of recommendations, all the recommended cases will be included in the list for recommendation in the next step.
In step 4, for personnel joining the Party Committee for the first time, it is mandatory to conduct a survey and evaluation of the personnel's moral qualities, lifestyle and prestige; capacity, achievements and outstanding work products for the recommended personnel. Next, organize a second meeting of the Standing Committee of the Party Committee to vote on the list of personnel joining the new Party Committee to get opinions for recommendation at the second meeting of the Party Executive Committee.
The principle of introducing and selecting personnel for the first time participating in the Party Committee at this step is that each member is introduced not exceeding the structure and number of positions according to regulations and considers, selects, and introduces personnel from the list introduced by the Executive Committee meeting in step 3.
The recommended and selected personnel must have a vote of approval of over 50% of the total number of delegates convened and selected from top to bottom to reach the required number (including the remaining 10-15% compared to the total number of committee members allocated according to regulations). In case there are many people with the same number of votes at the end of the recommended list, all recommended personnel will be included in the list for introduction in the next step.
The principle of introduction and selection in step 5 is that each member is introduced not exceeding the structure and number of positions according to regulations and considers, selects, and introduces personnel from the list approved by the standing committee meeting of the Party Committee in step 4.
The selected and recommended personnel must have an approval rate of over 50% of the total number of delegates convened and taken from top to bottom to reach the required number (including the remaining 10-15% compared to the total number of Party Committee members allocated according to regulations).
In case two or more people have the same number of votes, the person recommended by the head of the Party Committee will be selected (the vote counting results will be announced at the conference).
The grassroots party congress will last no more than 2 days, starting from April 2020 and completing before June 30, 2020.
Congress of district-level party delegates and equivalent shall not exceed 3 days and shall be completed before August 31, 2020.
The Congress of Party Delegates under the Central Committee shall not exceed 4 days and shall be completed before October 31, 2020.
The time for preparatory meetings for district-level and equivalent congresses and above shall not exceed half a day. The time for organizing model congresses for grassroots-level party committees shall be in the first quarter of 2020; for district-level and equivalent congresses in the first quarter of 2020; for party committees directly under the Central Committee in the first quarter of 2020.
