Decision to transfer 44 key officials to localities
Among the transferred cadres this time, 2 are members of the Party Central Committee, 19 are Deputy Ministers and equivalent.
On March 6, in Hanoi, the Central Organizing Committee held the first training conference for transferred cadres in 2014. Mr. To Huy Rua, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee attended and directed the conference.
The Politburo and Secretariat have decided to transfer 44 officials in the first round, including 25 officials holding the positions of Deputy Secretary of Provincial and Municipal Party Committees; and 19 officials holding the positions of Vice Chairmen of Provincial and Municipal People's Committees.
Among the transferred cadres this time, two are members of the Party Central Committee, 19 are deputy ministers and equivalent, 25 are department heads, division heads and equivalent, and three are female.

All of the transferred cadres in this round are in the planning for key leadership positions in central agencies and units, including 22 cadres planned for the position of Central Party Executive Committee member for the 2016-2021 term and subsequent terms.
Thoroughly grasping the purpose and requirements of the tasks for the rotated cadres, Mr. To Huy Rua stated: In order to prepare a step for the leadership personnel of local Party committees, agencies and units at the Central level for the next term, combining the training and practice of young cadres, implementing the arrangement of leadership positions that are not local people with promoting socio-economic development, Party building work, and building the political system in localities, the Politburo has a policy to increase the leadership positions of Party committees and authorities in a number of provinces and cities to rotate cadres. Accordingly, the Central Party Secretariat has clearly identified the requirements, principles and procedures for conducting the rotation of cadres and decided on the criteria for the locality, rotation position, and standards for the rotated cadres.
Mr. To Huy Rua emphasized: The selection of rotating cadres this time was conducted according to a strict, elaborate, methodical, thorough, and more scientific process, and learned from previous rotations. Implementing the policies and decisions of the Politburo and the Secretariat, ministries, departments, branches, agencies, and units at the Central level have considered sending cadres from the planned source for rotation and proposed rotation titles, rotation areas, and expected positions to be arranged after rotation...
The Central Organizing Committee has compiled a list of cadres and sent it to relevant agencies at the Central level for comments and discussed with the standing committees of local Party committees. The Politburo and the Secretariat have decided to transfer the first batch of 44 cadres to hold the positions of Deputy Secretary of Provincial Party Committees, City Party Committees, and Vice Chairmen of Provincial and City People's Committees. All of the cadres transferred in this batch meet the criteria and standards, have been nominated with confidence, and have received high consensus from advisory agencies and localities.
Emphasizing the need to rotate cadres to create conditions for cadres to practice and challenge themselves, as a good opportunity to strive to mature and be recognized, Mr. To Huy Rua suggested that the rotated cadres need to make efforts to overcome their own difficulties, try to practice, strive, grasp the situation to understand local realities, quickly harmonize, create high consensus with the locality, propose suitable solutions and good practices, implement them well, and contribute to the socio-economic development of the locality.
Working on March 6 and 7, the Conference listened to Mr. Tran Luu Hai, Central Committee member, Deputy Head of the Central Organizing Committee introduce the following topics: Practice of Party building and organization work and the implementation of Resolution 4 of the Central Committee (11th term) in localities; Leadership relationship of Party committees and authorities in the local political system; Some experiences for rotating cadres. Leaders and experts of the Departments of the Central Organizing Committee will discuss and answer questions and issues of concern to rotating cadres; provide information on the local situation where the rotating cadres arrive, helping the rotating cadres quickly grasp the situation, soon approach and perform well the assigned duties and tasks in the localities./.
