Decision on the allocation of rice support for students

Nghe An Province People's Committee

Pursuant to the Law on Organization of People's Councils and People's Committees dated November 26, 2003;

Pursuant to Decision No. 36/2013/QD-TTg dated June 18, 2013 of the Prime Minister on rice support policy for students at schools in areas with especially difficult socio-economic conditions;

Pursuant to Decision No. 1078/QD-BTC dated June 18, 2015 of the Ministry of Finance on exporting national reserve rice to support students at schools in areas with especially difficult socio-economic conditions in the 2015-2016 school year;

Considering the proposal of the Department of Education and Training in Document No. 1194/GD&DT-KHTC dated August 3, 2015,

DECISION:

Article 1.Allocate 600,000 kg of rice (six hundred tons of rice) as advance payment to districts and towns in Nghe An province to support students at schools in areas with especially difficult socio-economic conditions in the first semester of the 2015-2016 school year.

Article 2.

1. Request the State Reserve Department of Nghe Tinh region to organize the transportation and delivery of rice directly to the People's Committees of districts and towns listed in Clause 1, ensuring quality, completeness and timeliness.

2. Assign the Department of Education and Training, People's Committees of relevant districts and towns:

- Coordinate with the State Reserve Department of Nghe Tinh region to organize the reception and distribution of rice to schools in the area to ensure timeliness, convenience and cost savings in transportation.

- Direct and inspect the timely reception and provision of rice to the correct students receiving support.

3. The Provincial People's Committee supports the cost of transporting rice from the district center to the commune center and villages in mountainous districts. The People's Committees of districts and towns proactively allocate local budgets to transport rice to students, then synthesize the funding needs and send them to the Department of Finance for consultation and submission to the Provincial People's Committee for support decision.

Article 3.This Decision comes into force from the date of signing.

Chief of the Provincial People's Committee Office; Directors of the Departments: Education and Training, Finance; Director of the State Reserve Department of Nghe Tinh region; Chairmen of the People's Committees of districts, towns and related organizations and individuals are responsible for implementing this Decision./.
