Resolutely implement the Project "Simplifying citizen documents"
On the morning of September 6, at the Government Headquarters, the Steering Committee for the implementation of the overall project to simplify administrative procedures, citizen papers and databases related to population management in the 2013-2020 period (Project 896) was officially launched and held its first meeting.

According to Decision No. 1348/QD-TTg dated August 7, 2013 of the Prime Minister on approving the list of Steering Committee, Politburo member, Deputy Prime Minister Nguyen Xuan Phuc is the Head of the Committee, leaders of ministries are members of the Steering Committee.
One of the major tasks of the Project and the Steering Committee is to perfect the apparatus, develop operating regulations, and establish working groups to implement the Project in ministries and branches. In addition, soon complete the legal basis for the issuance of personal identification numbers and the national population database, including completing and submitting the Civil Status Law project, developing a draft Decree on the issuance, management, and use of personal identification numbers; amending Decree 90/2010/ND-CP on the national population database; developing legal documents on the operation of the national population database, etc.
At the first meeting of the Steering Committee, representatives of ministries and branches said that it is necessary to research to inherit, make full use of and integrate the databases that ministries and branches have built, such as: Personal tax codes and business codes of the Ministry of Finance currently in use; database of the Ministry of Public Security; database of the Ministry of Natural Resources and Environment on land; national database on population of the Ministry of Health... to save costs and improve the efficiency of the Project.
In addition, the construction of a "Unified Identification Number" for people must integrate all codes of sectors to find out the inadequacies between codes of ministries and sectors to effectively implement the Project to avoid duplication in implementation.
Concluding the meeting, Deputy Prime Minister Nguyen Xuan Phuc, Head of the Steering Committee, emphasized the great goal and important significance of the Project in creating conditions for citizens to simplify citizen paperwork and databases related to population management, while ensuring that citizens only have to declare their relatives once. This is truly a fundamental innovation in State management of the population, in line with international practices and the construction of e-Government. The implementation of the Project is not to establish a new national database but to use the existing databases of ministries and branches in this matter.
Deputy Prime Minister Nguyen Xuan Phuc said that the opinions of ministries and branches at the working session initially clarified the inconsistent issues. Members must uphold their sense of responsibility to the people, not waste what they have, and at the same time, ministries and branches need to coordinate smoothly and learn from foreign experiences. It is necessary to anticipate problems that may arise to avoid waste and inefficiency in implementing the Project.
The Deputy Prime Minister emphasized that the successful implementation of this Project determines the success of the State Administrative Reform Program until 2020. Therefore, the Steering Committee will soon complete its operating regulations. Based on the operating regulations of the Steering Committee, ministries and branches will establish Working Groups in their ministries and branches.

The Deputy Prime Minister also assigned ministries and branches to carry out a number of their specific tasks so that the implementation of the Project is truly urgent and effective, meeting the people's expectations. Accordingly, ministries and branches will study and use their own databases effectively, avoiding dispersion, ensuring security and safety in the spirit of avoiding waste and encroachment between sectors.
