The Prime Minister's determination is coming to life
The image of an honest, creative, active, and serving Government is increasingly evident and goes into the most specific tasks.
On February 26, the Government Office held a conference with associations, businesses and relevant agencies on difficulties and obstacles in implementing Decree No. 116/2017/ND-CP stipulating conditions for production, assembly, import and business of automobile warranty and maintenance services and Circular No. 03/2018/TT-BGTVT on production, assembly, import and business of automobile warranty and maintenance services.

In his opening speech, Minister and Head of the Government Office Mai Tien Dung reiterated Prime Minister Nguyen Xuan Phuc's direction that agencies and units must immediately get to work, especially the backlog of work due to the Tet holiday, work and procedures directly related to production, business and investment of enterprises and people. And this conference aims to implement the Prime Minister's direction to continue handling work directly related to production and business of enterprises.
After listening to the opinions and concluding the conference, Minister Mai Tien Dung said that he would seriously consider all opinions, would propose solutions as soon as possible, and at the latest next week, would hold meetings with ministries and agencies to consider each aspect and each issue. The Minister reiterated Prime Minister Nguyen Xuan Phuc's request and determination to build an honest, creative, action-oriented, serving government that goes hand in hand with action. "The Prime Minister directs decisively and transparently, not just making promises, but doing what he says," he said.
In a broader view, the conference that the Government Office has just organized is just one example showing that the Prime Minister's determination to build an honest, creative, active, and serving Government is coming to life. In particular, the decisions and directions of the Government and the Prime Minister in improving the business environment and removing difficulties for enterprises stand out.
In the near future, it is expected that many major conferences will be held by the Government to discuss solutions and national-level directive policies.
The conferences discussed solutions such as: Promoting attracting businesses to invest in agriculture and rural areas; improving and enhancing labor productivity and quality; comprehensive solutions to promote exports; developing supporting industries; developing capital and financial markets in the context of the 4.0 revolution; innovating to improve the operational efficiency of state-owned enterprises; solutions to accumulate and concentrate land to meet the requirements of large-scale agricultural production, etc.
In early February, Prime Minister Nguyen Xuan Phuc signed a Decree that made the business community “happy”, after a long period of dialogue and debate between businesses and the Ministry of Health. That is Decree No. 15 replacing Decree No. 38/2012/ND-CP detailing the implementation of a number of articles of the Food Safety Law.
According to estimates, the implementation of Decree 15 will reduce over 90% of administrative costs, helping businesses save 10 million working days and VND3,700 billion each year. In particular, to further facilitate businesses, this Decree takes effect immediately from the date of signing, instead of 45 days as usual.
Furthermore, the Decree has demonstrated a change in management thinking, from pre-inspection to post-inspection, stronger decentralization and increased business responsibility up to 100% for its products to ensure food safety for consumers.
In the near future, it is expected that many major conferences will be held by the Government to discuss solutions and national-level directive policies.

Enterprises have highly appreciated the role of the Government and the Ministry of Health in receiving opinions from the business community and making efforts to issue this new Decree. At the same time, they hope that other ministries and sectors that are still hesitant will learn from the Ministry of Health's approach.
Another document that is also highly appreciated by the business community is Decree 08/2018/ND-CP amending a number of Decrees related to investment and business conditions under the state management of the Ministry of Industry and Trade. Signed by the Prime Minister on January 15, this Decree has cut 675 investment and business conditions in 8 fields, equivalent to 55% of the total 1,216 investment and business conditions managed by the Ministry of Industry and Trade. This is even more meaningful when the Ministry of Industry and Trade is the Ministry with the most business conditions.
On the first day of the new year 2018, Prime Minister Nguyen Xuan Phuc signed and issued Resolution 01, clearly demonstrating the spirit of determination and action right from the first day and month. The Resolution clearly stated 9 groups of tasks, major solutions and 242 specific tasks; clearly stated the presiding agency, coordinating agency, and time to complete each task.
In particular, the Government has requested that this year, we must strive to bring Vietnam into the ASEAN-4 group in terms of competitiveness and business environment, including ensuring the reduction and simplification of 50% of the list of goods, products and specialized inspection procedures, and the reduction and simplification of 50% of investment and business conditions. According to experts and the business community, these are very impressive figures and require great efforts from ministries, branches and agencies.
In response to the Prime Minister’s request, tomorrow (February 28), the Prime Minister’s Working Group will inspect 16 ministries and agencies on the implementation of the above-mentioned procedure reduction task. It is expected that at this time, the ministries will have to clearly state specific plans to reduce the list of products and goods subject to inspection, reduce and simplify inspection procedures, plans to simplify, reduce or abolish business conditions, etc.
In the first days of the year, Prime Minister Nguyen Xuan Phuc also visited a series of ministries and agencies to urge, promote and remind them of work. The Prime Minister himself even had meetings "beyond his level" such as the meetings at the General Department of Taxation and the General Statistics Office.
He repeatedly emphasized the spirit stated in the Government's 10-word motto: "Discipline - Integrity - Action - Creativity - Efficiency", ministries, agencies and localities need to uphold the sense of responsibility, overcome the mindset of tenure, local interests, have great aspirations and take specific actions to create changes in work, contributing to the development of the country.
“The most important thing is the implementation, which is a weak link, a bottleneck at present, and must be resolved. From words to actions, from the committee hall, the provincial party committee to the people, to the grassroots, we must further reduce the distance, in order to organize the implementation of Resolution 01 well in our localities,” the Prime Minister stated.
Under the leadership of the Party, the determination and efforts of the Government and the response of ministries, branches and localities, it can be believed that the socio-economic situation will continue to achieve positive results, creating a premise for the country to develop faster and more sustainably in the coming time./.
