In the past 5 years, despite many difficulties, the implementation of the district's political tasks has achieved many important results, the economy continues to maintain a fairly good growth rate (average in the period 2011-2015 reached more than 17.8%/year, in which the growth rate managed by the district reached nearly 8%/year), infrastructure has been invested and consolidated, the economic structure has shifted in the right direction, many economic models have been successfully built and replicated.

The district has also mobilized all resources to develop the economy, eliminate hunger and reduce poverty, the poverty rate decreased from 59% in 2010 to 34.36% in 2015. It has done a good job of caring for people with meritorious services, regularly cared for social protection beneficiaries; and directed well the relief work for people affected by floods, tornadoes and famine.

Regarding party building work, up to now, the entire Party Committee has 47 Party cells, 296 Party cells directly under the grassroots Party Committee, 100% of hamlets and villages have Party cells. Every year, the number of Party cells classified as strong and virtuous reaches 61-65%, there are no weak Party cells. From the beginning of the term to the end of 2014, the Standing Committee of the District Party Committee admitted 1,059 Party members, the total number of Party members in the entire Party Committee by the end of 2014 was 4,538 comrades.

The Congress focused on discussing and unifying the goals and solutions to implement the general goals of the Party Committee in the 2015-2020 term, specifically: Improving the leadership capacity and fighting strength of the Party organization, promoting the great solidarity of ethnic groups; mobilizing and effectively using resources, creating strong changes in socio-economic development, maintaining political security, social order and safety, border security; improving the material and spiritual life of the people, by 2020, bringing Que Phong out of poverty, striving to become a well-off district in the highlands.

Speaking at the Congress, Comrade Ho Duc Phoc - Secretary of the Provincial Party Committee acknowledged and highly appreciated the results achieved by the Que Phong District Party Committee in the past term. At the same time, he emphasized that in the coming time, the Party Committee needs to attach economic development goals commensurate with potential advantages, thereby improving people's living standards, contributing to reducing the poverty rate, striving to escape poverty, achieving 5-10 communes reaching the NTM target, building Que Phong district into a fairly good district compared to other mountainous districts.

In addition, it is necessary to focus on fighting against social evils, especially drug abuse, contributing to maintaining political stability, social order and safety, associated with protecting border security.

The Congress also listened to the summary report, received and explained the opinions and suggestions before and during the Congress on the Political Report, the Review Report of the District Party Committee submitted to the 21st Congress; and summarized the comments on the documents of the 12th National Party Congress, the draft Political Report of the Provincial Party Congress, and comments on the standards, structure and number of the 18th Provincial Party Committee.
