Ngoc Son (Quynh Luu) is a commune with many rivers, ponds, lakes and dams. Because the rivers and streams are far from residential areas, it is very difficult to control children playing during the summer. Therefore, during the school year, teachers have taught students how to prevent drowning accidents and organize healthy and safe activities after the summer break. Ms. Dang Thi Hong - Principal of Ngoc Son Primary School, said: The school currently has 542 students, studying in 5 grades. During the summer break, students often go swimming together, so the risk of drowning accidents is very high. In order to raise students' awareness of drowning accidents, at the flag-raising ceremonies at the beginning of the week, the school board and homeroom teachers organize integrated talks on how to prevent drowning accidents for students to listen to. In addition, during class meetings, teachers also instruct on first aid skills when bad situations occur. At the same time, contact parents so that families can take measures to closely manage their children during the summer vacation. In addition, assign homeroom teachers to collect information about each student to have ways to remind them not to let them have too much fun during the holidays.

Quynh Luu currently has 82 dams, 2 large rivers, 4 main canal systems flowing through many communes. In addition, there are many canals, ditches, ponds, etc. In recent years, the number of children in the district who have drowned is the highest in the province. On average, each year there are 4 to 6 drowning accidents, killing 6 to 7 children; the number of children who died is mainly between 2 and 10 years old. In 2013 alone, there were 7 drowning accidents, killing 9 children.
When tragic drowning incidents occur, the responsibility lies with adults for not managing and supervising their children's play activities. Therefore, families need to create a safe environment for children by building fences in open water areas, filling unnecessary ponds, and making sturdy covers for wells and water tanks. Regularly supervise children when they go out to play near rivers, streams, ponds, lakes, or when they bathe in swimming pools or the sea. Parents need to proactively remind, teach, and deter their children from bathing and swimming in rivers and lakes, while creating conditions for children to learn to swim, improve their health, and respond to drowning accidents.
To prevent drowning in children during the 2014 summer vacation, the Department of Labor, Invalids and Social Affairs of Quynh Luu district coordinated with sectors and organizations to develop content and organize information, education and communication widely on drowning prevention for children to all classes of people. Improve the capacity of cadres of sectors and localities on drowning prevention; equip children with drowning prevention skills. At the same time, implement the standards of "Safe House", "Safe Community", "Safe School"; organize summer activities, attract students to participate, and teach swimming to children in places with conditions.

Consult with the District People's Committee to develop a plan for the Month of Action for Children, including the content of preventing drowning accidents in children. Assign and assign responsibilities to departments, branches and localities, develop plans to prevent drowning accidents, especially in communes with many rivers, streams, ponds and lakes. This summer, the Department of Labor, Invalids and Social Affairs will coordinate with the Sports Center to open swimming classes for children in some communes where drowning accidents often occur."
