Quynh Luu: Speeding up the progress of weak projects
(Baonghean) - In order to minimize damage during the rainy and stormy season and at the same time create favorable conditions for people to travel safely, Quynh Luu district is currently implementing many measures to direct and urge construction units to speed up the construction progress of key projects, especially weak projects such as lakes, dams, bridges, culverts, canals and roads.
The project to upgrade the traffic route connecting National Highway 1A, Quynh Thach, Quynh Thanh, Quynh Luu with Bai Ngang sea dike started construction at the end of 2013. According to the design, phase I, the construction route is nearly 6 km long, the roadbed is 7.5 m wide, the road surface is 5.5 m wide, with drainage ditches on both sides. This is a project with a large amount of excavation and filling, building 3 new bridges, 37 culverts across the road and expanding 1 bridge. Although construction has only started for half a year, up to now, the volume of bridges and culverts has been completed 80%, the roadbed has been dug, filled and compacted 40% of the volume. With the site already handed over, the construction unit, Tan Nam Construction Company Limited, has mobilized human resources, focused on machinery to speed up the progress, striving to complete the bridge and culvert system by the end of July.

Completing the bridge and culvert system before the rainy season aims to facilitate people and vehicles traveling on the route, limiting traffic congestion. Especially the drainage, because Quynh Thach, Quynh Thanh and Quynh Luong communes are localities located at the end of the Phu Sy, Nguyen Van Troi drainage canal system, the same-color drainage canal of Quynh Luu district. Speeding up the construction progress in these areas plays an important role in draining water in the whole region when the rainy season is approaching. Mr. Ho Xuan Xuyen - Vice Chairman of the People's Committee of Quynh Thanh commune, Quynh Luu district said: "We highly appreciate the construction unit for ensuring the correct progress and quality of construction of the project items through Quynh Thanh commune. Completing the bridge and culvert system as well as the roadbed before the rainy season will create conditions for local people to travel and live more easily".
In the mountainous commune of Ngoc Son, the locality is currently directing the construction unit to speed up the construction of Ba Linh Bridge, located on the main road connecting National Highway 48B to the center of the commune. Ba Linh Bridge completely collapsed during storm No. 11 in 2013. To ensure traffic safety, especially during the upcoming storm season, Ngoc Son commune has invested in building a new Ba Linh Bridge with a design of 7m wide, 5m long, 5m high, 2 wings, 2 reinforced concrete pillars, and railings with a total cost of 1.5 billion VND. Currently, the construction unit has completed the bridge foundation, equivalent to 30% of the project volume and is in the stage of pouring concrete for the culvert body. The Ba Linh Bridge project is expected to be completed and put into use in mid-August.
Quynh Luu district currently has 45 projects invested by the district People's Committee and dozens of projects invested by communes. Among them, many key projects are under construction such as Quynh Thach, Quynh Thanh, Quynh Luong roads, Quynh Hau, Quynh Doi, Quynh Yen, Quynh Minh roads, Quynh Lam - Ngoc Son road, Quynh Long, Quynh Thuan, Quynh Tho rescue dykes, Lach Thoi storm shelter, Hoc Met reservoir, Ho Trung lake, Ben Hai drainage system, Bai Ngang copper drainage canal, Cu Tan bridge, Ba Linh bridge... These projects, when completed, contribute to ensuring safety for people when traveling during the rainy and stormy season, helping to drain water to avoid local and widespread flooding. In the long term, these projects play an important role in the economic development of the district and regions, effectively serving travel and promoting the strong development of the agricultural economy.
In the past time, Quynh Luu district has promptly directed and urged construction units to implement the project on schedule as planned. Mr. Bui Van Hao, Head of Quynh Luu District Construction Investment Project Management Board said: "In order to promptly complete key projects before the storm season as planned, the Project Management Board has advised the District People's Committee and specialized departments to focus on site clearance work, prioritizing key projects, weak projects, and flood prevention and control projects such as dams, canals, rescue roads, and sea dykes. Secondly, it is required that construction units actively participate, focus on machinery and human resources to speed up construction progress, and complete projects before the storm season."
Along with urging the completion of projects according to plan, for projects under construction, the People's Committee of Quynh Luu district also requires localities and construction units to have plans to protect the projects, limit damage, and ensure the safety of people traveling and living around the construction area. In addition, the district also requires localities to continue to review and promptly report on the status of weak projects, continue to have plans to upgrade, repair, and complete before the rainy season.
