Nghe An Newspaper had an interview with comrade Le Thanh Nhan - Secretary of the District Party Committee, Chairman of the District People's Council on this issue.

Reporter:Could you please tell us about the importance of issuing a project to build and develop product brands in the fields of agriculture, forestry and fishery for Quynh Luu district at the present time?

Comrade Le Thanh Nhan:It can be said that after the administrative division to establish Hoang Mai town, Quynh Luu district no longer has an advantage in industry, but the current main economic sector of the district is multi-sector agriculture. In the context of the need to create a breakthrough in economic growth and increase people's income, therefore, the 27th District Party Congress, term 2015 - 2020, Quynh Luu has determined to select 5 key programs and projects, including the project on building and developing product brands in the agricultural sector.

Accordingly, in agricultural products including livestock, cultivation and seafood, there are 3 products that Quynh Luu has identified as having many competitive advantages that need to be promoted, developed, branded, and product value enhanced, namely in livestock there is the spotted deer; in the cultivation sector associated with industrial crops and fruit trees there is the pineapple; in seafood processing there is fish sauce. These are also 3 key product lines that Quynh Luu has many comparative advantages to develop, however, due to objective and subjective factors, the current value and economic efficiency have not met the requirements and are not commensurate with the potential.

Reporter:As you just mentioned about the 3 main product lines, the 2 products, deer and pineapple, had a period of strong development, but then stagnated, even declined. So is it because the district does not have a development orientation or is it due to other factors, comrade?

Comrade Le Thanh Nhan:Yes, Quynh Luu had a period of "fame" thanks to the outstanding development in scale, quantity and characteristics of some products. The deer of the district at the time of "reigning" had a scale of up to 20,000, widely developed in the communes; and the pineapple tree in its prosperous period a few years ago had an area of ​​up to 1,200 hectares, and this was also a tree that effectively exploited the vast hilly land in the West of Quynh Luu, but now the area has narrowed to about 600 hectares, of which 350 hectares bear fruit.

There are many reasons why some of the above key products, which Quynh Luu has strengths in, cannot maintain a sustainable development pace. There are both objective and subjective reasons, but I think the subjective factor is more. That is, we do not have a long-term development strategy for each product; have not closed and optimized economic efficiency in the process of farming, caring, harvesting, and processing products; have not applied many scientific and technical advances in the farming and planting process, and we still do not have a strategy for building product brands... It can be said that these are weak lessons in state management of building and developing sustainable product brands that need to be overcome in the coming time.

Reporter:It is known that Quynh Luu recently sent a working group to learn experiences in the fields of cultivation, animal husbandry and methods of building and developing product brands. So what lessons can Quynh Luu learn from the trip and apply effectively to local practice?

Comrade Le Thanh Nhan:Recently, the district organized a working group consisting of district leaders and representatives of some farmers with experience in producing products to visit some models of high-tech application, linkage processes in livestock farming, processing and consumption of livestock products effectively in other provinces with the purpose of studying and watching others do it to gain experience in organizing methods suitable to local conditions.

In Quynh Luu today, people in some areas are very experienced and have techniques in intensive farming, especially vegetable products; some products have established a foothold in supermarkets but in general they are still fragmented. If there is no innovation in the production process, at some point it will stop, making it difficult to confirm product quality.

The two issues that we have drawn from this visit need to be focused on by leaders and applied to practice in Quynh Luu for greater effectiveness.

First of all, it is necessary to build a high-tech application model, apply more scientific and technical solutions to create high-quality, clean, high-value products associated with brand building, creating a breakthrough in agricultural production. Second, within the locality, there must also be a support mechanism from cultivation to livestock farming, from supporting model building to supporting replication, having a closed "demand stimulation" support mechanism in the production and livestock farming process, associated with product processing and consumption, and strict management to ensure safety and sustainable development.

Also through the experience learning trip, we concluded the need to choose products to focus resources on building a brand to promote immediate effectiveness, but also long-term and sustainable. For example, in livestock farming, Quynh Luu has many products but we decided to choose sika deer and deer as products that need to build a brand because after considering it, it gives immediate and long-term advantages, is the most sustainable and stable in terms of economic and environmental criteria and is associated with household economy. And under the conditions that allow for product consumption, the scale of livestock farming can also be expanded. In the coming time, the district will have solutions to increase the total herd, associated with selecting good breeds, changing the form of production and product consumption to create products with high competitive value, increasing the proportion of deer in the structure of livestock products in particular, in agriculture in general.

Reporter:The idea is very specific, suitable for the practical conditions of Quynh Luu district. So in the future, what fundamental solutions will the district focus on implementing so that the project will be effective after it is issued, comrade?

Comrade Le Thanh Nhan:We identify this as a very important project, which has a decisive significance in increasing people's income, effectively implementing the goal of doubling the average income per capita from the current 30 million VND to 65 - 70 million VND as the target of the congress resolution. Therefore, Quynh Luu will focus on implementing the following 4 groups of solutions:

First of all, it is necessary to survey and re-establish production planning, from planning industrial zones, planning production areas for cultivation, livestock and aquaculture. From there, there will be a more systematic and larger-scale investment orientation; secondly, reorganize production, the key of which is to consolidate types of cooperation, first of all, new-style cooperatives according to the 2012 Cooperative Law as a basis for reorganizing production groups, strengthening linkages in production, mobilizing capital and human resources to consume products; thirdly, focus on restructuring production, especially applying technology in agricultural production from cultivation, livestock to processing to create breakthroughs, increase the value of agricultural products, along with that, Quynh Luu will build a support mechanism for each suitable product, creating conditions to encourage farmers to invest in development. And fourth, with the role of districts and communes in state management, they must actively seek consumer markets, call for investment, build promotion strategies, and close the production, processing, and consumption processes of products.
