Quynh Luu: Conference to review experience from grassroots party congresses

(Baonghean.vn) - On the morning of March 19, 2015, under the chairmanship of comrade Le Duc Cuong - Provincial Party Committee member, District Party Committee Secretary, Quynh Luu District Party Committee held a conference to review experiences from the model congresses of grassroots party committees.

Attending the conference were comrade Le Thi Hoai Nam - Deputy Head of the Provincial Party Committee's Organization Board; comrades in the District Party Committee Standing Committee, representatives of Party committees and Party cells in the district.

Implementing the plan of the Standing Committee of the District Party Committee on organizing the Party Congress, grassroots Party cells for the 2015-2020 term, from March 9 to March 14, in Quynh Luu district, Party Congresses took place in 4 model units including: Vinh Ngoc Salt Enterprise Party Committee, Quynh Doi, Tan Son and Quynh Luong Party Committees. Through the organization of congresses at model units, according to the assessment of the Standing Committee of the District Party Committee, the units have seriously implemented the dissemination of Directive 36 of the Politburo, Circular No. 11 of the Provincial Party Committee on Party Congresses at all levels towards the 12th National Congress of the Party.

The units have proactively developed plans, established subcommittees and working groups to closely follow the localities to direct the Party Committees to prepare and successfully organize the congress. The preparation of reports for the congress has followed the guidelines of the district Party Committee. In general, the political reports have been carefully prepared, widely collected opinions from all walks of life and asked for opinions from relevant sectors and agencies. The report structure is clear and coherent, the content has closely followed the situation and tasks of the local unit. The consultation of the Party Executive Committee, sectors, the Vietnam Fatherland Front and mass organizations, Party cells, key cadres through the periods and district-level departments and agencies has been carried out seriously, promptly absorbing comments to complete the report for the congress.

The review reports of the Party Executive Committees also focused on reviewing the responsibilities of the Party Committees in leading and directing the implementation of the Congress Resolution, basically meeting the requirements with the spirit of self-criticism and criticism. The personnel plan reports and documents serving the Congress such as regulations, programs, scripts, and draft Congress Resolutions were fully and thoughtfully prepared by the units. The organization of discussions and contributions to higher-level documents were carried out promptly, fully and securely.

However, in the process of organizing and implementing at the model congress units, some shortcomings and limitations were also revealed, such as: Some party committees did not regularly disseminate and thoroughly understand the contents of Directive 36 of the Politburo and documents of the province and district; the management of some aspects of the congress was still confusing,...

Based on the comments and additions of the delegates at the conference, concluding the conference, Comrade Le Duc Cuong - Secretary of the District Party Committee highly appreciated the results achieved by the 4 units selected to organize the model congress. He also noted and emphasized the issues that need to be focused on in the coming time to better organize the congress in the remaining units and localities. Continue to thoroughly grasp Directive 36 of the Politburo, guiding documents from higher levels on party congresses at all levels, towards the 12th National Congress of the Party. The working groups directing the congress need to strengthen the inspection, guidance and direction of the grassroots party committees and branches to prepare and organize the congress to ensure progress and quality. Strive to complete the congress approval before March 30, 2015 and organize the congress before April 25, 2015. In particular, the personnel plan needs to closely follow the guidelines to clearly state the requirements, standards, quantity and structure of the Party Committee. It is necessary to pay attention to resolving pressing issues among the people, especially resolving complaints and denunciations from citizens, promptly directing relevant organizations to resolve them thoroughly before the congress, avoiding negatively affecting the quality of the congress./.
