According to initial information, at about 6:30 p.m. on September 11, fisherman Ngo The Nh, residing in Dai Bac village, Quynh Long commune (Quynh Luu), was fishing near the shore. While moving the raft to the boat to pull the net (the crab net that fishermen had surrounded before), he encountered big waves and strong winds and unfortunately the raft capsized and fell into the sea and died. At the time, fisherman Nh fell into the sea about 100 meters from the mainland. Some people discovered him and waded out to bring him to shore to save him, but he did not survive.

Immediately after receiving the incident report, local authorities and the Dai Bac village committee visited and encouraged the fisherman's family.
