From 2001 to 2011, Bien Quynh tourist area attracted 35 investment projects in production and tourism services. Of which, 8 projects have completed land lease procedures, 27 projects have not yet leased land and have not yet invested in construction. Every year, the District People's Committee assigns specialized departments to monitor, review and inspect the project implementation status, but in reality, up to now, investors have been slow to implement project construction. For 4 Bien Quynh Nghia tourist projects, land has been leased by investors including: Mr. Ho Van Thoi, Hoang Duc Thang, Duong To Hoang, Nguyen Hai Trung, residing in Hanoi; all have leased land since 2006.

After the policy was issued, the above investors completed the land lease procedures with a one-time payment and were granted land use right certificates by the District People's Committee in 2007. The total area of ​​the 4 projects includes 30,750m2, of which the total agricultural land area is 18,868m2 and the total forestry land area is 11,882m2. Up to now, nearly 6 years have passed, these 4 projects have not built any items, only a low surrounding wall built with flimsy panels, many sections have collapsed. The investors said that they have not been able to convert the forestry land area to production and business land, so the project has not been implemented. However, the reason given by the project owner is not legitimate, because the production and business area of ​​18,868 m2 is enough to build works to serve the project.

The fact that these 4 projects have been leased land and granted land use right certificates by the District People's Committee, but have not been put into use for a long time is a violation of Clause 12, Article 38 of the 2003 Land Law. Regarding these projects, the Quynh Luu District People's Committee issued Inspection Conclusion No. 2199/KL-UBND dated December 19, 2011 on the use of leased land leased by the District People's Committee from 2005 to 2010 in the district. Accordingly, the investors are required to build and put the projects into operation before June 2012. If the above deadline is exceeded and the project is not implemented, the District People's Committee will reclaim the land according to the provisions of law. But up to now, the projects are still only on paper and have not been implemented.

Mr. Pham Huu Hon - a land officer of Quynh Nghia commune said: When receiving land lease applications from investors of 4 tourism projects in Quynh Nghia commune, all 4 investors promised to soon start construction to put tourism facilities into operation. The locality expects the project to upgrade the commune's coastal tourism infrastructure, while creating more jobs and income for workers... However, nearly 6 years have passed, the projects are still "inactive". The local government has repeatedly met, urged, and reminded investors to soon implement the projects, but the investors always give reasons to prolong the construction time of the projects; clearly the projects are not feasible, requesting superiors to consider...

In addition to the above 4 projects in Quynh Luu, there are 3 projects under the province's authority to lease land, including: Phuong Trang Guesthouse invested by Phuong Trang Company Limited in Quynh Phuong Commune, land leased from 2006. This project has been invested and is in production and business; Bai Tao tourist area project invested by Phuong Ngoc Company Limited in Quynh Phuong, land leased from 2005, has a decision but has not been allocated land at the site, only 20% of the total project has been invested, the remaining area has not been invested in construction. The reason is that on the project land area, there are still more than 1,000 graves scattered on the leased land area that have not been moved to clear the site; Project to build an ecological tourism and service area invested by Hanoi Tourism Joint Stock Company in Quynh Bang, land leased from 2007; Up to now, the company has only planted a few coconut trees on the leased land, and has not yet invested in the construction of works serving the project. The District People's Committee has issued Conclusion No. 934/KL.UBND dated May 30, 2012 on the inspection of the progress of the project by the Provincial People's Committee leasing land in Quynh Luu district, assigning the Department of Natural Resources and Environment to inspect the progress. If by October 30, 2012 the investor does not implement the project, a dossier will be prepared to request the Provincial People's Committee to reclaim the land.

Mr. Ho Sy Tung - Head of the Finance - Planning Department of Quynh Luu district said: The underlying cause of slow investment and prolonged project implementation is actually due to ineffective investment. Investors have already rented land and paid money once, worried about ineffective investment and business losses, so they do not want to implement the project. Because the reality of tourism business in Quynh Luu is not very effective, the scale of services at the beaches is still small and fragmented, mainly serving the food and beverage needs of domestic guests in the district, there are no guests staying. That is the reality that is not attractive to investors. The projects all have a relatively large area, have been granted land for 5-6 years but have not been implemented, affecting the socio-economic development of the district, losing budget revenue in the area, not creating jobs for workers...

Authorities at all levels need to quickly reclaim land and return it to the people so that they can reinvest in production, increase income and stabilize their lives...
