Reviewing goals, successfully implementing socio-economic tasks in 2012

(Baonghean.vn) -This morning, October 17, under the chairmanship of comrade Phan Dinh Trac - Member of the Party Central Committee - Secretary of the Provincial Party Committee, the 15th Conference - Provincial Party Committee, Term 17 took place. The Conference focused on assessing the socio-economic development situation in the first 9 months, key tasks and solutions for the fourth quarter of 2012; listening to the report on the results of the 6th Conference of the Party Central Committee, Term XI; giving opinions on the results of self-criticism and criticism of the collective and individual Provincial Party Committee according to Resolution No. 4 of the Central Committee "Some urgent issues on Party building at present." Also attending were representatives of the Central Organizing Committee.

Overview of the conference.

At the meeting, on behalf of the Provincial People's Committee, Comrade Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee reported on the socio-economic development situation in the first 9 months of the year: Although experiencing difficulties since the beginning of the year such as weather, natural disasters, high bank interest rates, production and business of enterprises as well as people's lives still facing many difficulties, but with the advice and efforts of the sectors, the Provincial People's Committee continues to implement many solutions to overcome difficulties and stabilize production and business in all fields. The economic growth rate is estimated at 6.13%, agricultural, forestry, fishery and aquaculture production remains stable and has a good harvest, some products in the industrial production sector have growth such as electricity production, commercial electricity, bottled beer, tin ore and tin concentrate, refined sugar, turpentine oil and some other products.

In the first 9 months of the year, budget revenue reached over 3,548 billion VND, equal to 58.4% of the estimate and 66% compared to the same period. The socio-cultural field continued to receive attention. In the 2012 university entrance exam, Nghe An ranked 3rd nationwide in the number of candidates scoring 27 points or more and ranked 9th in the entire delegation of 63 provinces and cities at the 8th National Phu Dong Sports Festival.

Promoting the results achieved in the first 9 months of the year as well as clarifying the limitations, causes and forecasting the difficult situation in the coming time, the Provincial People's Committee has proposed solutions for the fourth quarter. In particular, focusing on reviewing to have more drastic solutions for the targets and objectives that are still low; overcoming the consequences of floods and at the same time checking and reviewing flood prevention plans, speeding up the progress of new rural construction; promoting industrial production, services, strengthening investment promotion, especially solving difficulties for registered investment projects, removing difficulties, supporting business development; speeding up the implementation and disbursement of capital for basic construction investment, budget collection, taking good care of the socio-cultural sector, continuing to promote administrative reform, implementing grassroots democracy regulations; building the socio-economic development plan for 2013.

At the conference, many opinions raised difficulties and problems and suggested some solutions that need to be focused on in the remaining months of 2012. These include speeding up the implementation of key projects, removing difficulties for businesses, speeding up the disbursement of capital for basic construction, paying attention to solving problems in site clearance, land, natural resources and environment, new rural construction, administrative reform, and policies for people with meritorious services.

Concluding this content, comrade Phan Dinh Trac acknowledged the efforts of cadres, people and businesses in the whole province to maintain production and business in the context of general difficulties of the whole country and the province. The fields of culture and society continued to receive attention, some pressing social issues were focused on and resolved. However, there are still shortcomings such as growth rate and some targets not yet achieved, low budget revenue, some issues related to forest resource protection, environmental pollution, drugs, and anti-corruption have not been well resolved.

Regarding the fourth quarter tasks, comrade Phan Dinh Trac reminded the Party Committee of the Provincial People's Committee to review the tasks, especially in the fields of land, mineral exploitation activities, slow-progressing projects, outstanding cases, policies for meritorious people, and to strengthen administrative reform. Regarding new rural construction, localities need to direct each commune to have a specific plan suitable to the actual situation, pay attention to replicating effective economic development models, and avoid the trend of developing according to the movement.

Also at the conference, comrades in the Party Committee listened to Secretary of the Provincial Party Committee Phan Dinh Trac announce the content and conclusion of the 6th Conference of the 11th Party Central Committee; Study, discuss and evaluate the results of self-criticism and collective and individual criticism of the Provincial Party Committee according to Resolution No. 4 of the Central Committee "Some urgent issues on Party building at present".
