Review and standardize administrative procedures on land
Prime Minister Pham Minh Chinh requested the Ministry of Agriculture and Environment to review and standardize the announced administrative procedures on land, ensuring that the implementation of administrative procedures does not depend on administrative boundaries within the province at the provincial and commune-level Public Administration Service Centers (to be completed before July 20, 2025).

That is the content of Official Dispatch No. 110/CD-TTg dated July 17, 2025 of the Prime Minister on continuing to focus on implementing the Resolution of the Central Committee, Conclusion of the Politburo, Secretariat on rearranging the organization of the apparatus and administrative units.
To ensure the continued, synchronous and timely implementation of the Central Resolutions, the Conclusions of the Politburo and the Secretariat on the reorganization of the apparatus and administrative units, the Prime Minister requests Ministers, heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and centrally-run cities, according to their assigned functions and tasks, to carry out the following tasks:
Send cadres to the grassroots to grasp the situation and propose solutions to overcome difficulties.
Regarding the reception and settlement of administrative procedures related to land, the Prime Minister assigned Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to continue to organize the reception and settlement of administrative procedures in the provinces and centrally run cities in accordance with the provisions of Clause 4 and Clause 5, Article 4, Clause 2, Article 5 and Clause 1 and Clause 2, Article 10 of Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly, the direction of the Prime Minister in Official Dispatch No. 90/CD-TTg dated June 17, 2025 and Decree No. 118/2025/ND-CP of the Government, ensuring to maintain and improve the satisfaction of people and businesses with the quality of service of state agencies.
The Ministries of Agriculture and Environment and Justice urgently coordinate to send officials to the grassroots to grasp the situation, propose solutions to remove difficulties, handle arising issues within their functions and tasks, especially administrative procedures related to land administration, site clearance, land ownership determination and red book issuance... (to be completed before August 1, 2025).
The Ministry of Agriculture and Environment reviews and standardizes the announced administrative procedures on land, ensuring that the implementation of administrative procedures is not dependent on administrative boundaries within the province at the provincial and commune-level Public Administration Service Centers in accordance with the direction of the Politburo, General Secretary To Lam, and the Government in Decree No. 118/2025/ND-CP (completed before July 20, 2025); urgently complete the construction of a national database on land, connecting and communicating smoothly with the tax system, the national database on population and enterprises, the National Public Service Portal and the Provincial Administrative Procedure Information System to serve the settlement of administrative procedures.
The People's Committees of provinces and centrally run cities shall review and ensure human resources, facilities, and equipment at the Public Administration Service Centers at the provincial and commune levels, especially in areas with large-scale records at the commune level such as: civil status, land, business registration, construction, etc. and newly decentralized and assigned areas of authority, ensuring the implementation of administrative procedures regardless of administrative boundaries within the province, avoiding congestion and delays in handling administrative procedures and public services (to be completed before July 20, 2025).
Eliminate "wave depressions" so that villages and hamlets can access digital transformation
Regarding the tasks decentralized to localities, the Prime Minister requested ministries and ministerial-level agencies to regularly inspect, monitor and guide the implementation of regulations on functions, tasks and organizational structure of agencies, units and organizations in the administrative system at the central and local levels, including the tasks decentralized to localities; report the above contents to the Prime Minister before Thursday every week through the Government Office and the Ministry of Home Affairs (for the Ministry of Home Affairs to synthesize in the Government's weekly report to the agencies as prescribed).
Regarding digital technology coverage, the Prime Minister assigned the Ministry of Finance to direct the Vietnam Electricity Group to coordinate with the Ministry of Industry and Trade and relevant parties to review and urgently supply electricity to eliminate power shortages in villages and hamlets across the country (to be completed before October 1, 2025).
The Ministry of Science and Technology monitors and urges progress, ensuring the completion of "eliminating signal gaps" so that villages and hamlets have conditions to access digital transformation (to be completed before October 1, 2025).
Improving digital skills for staff
Regarding improving digital skills for staff, the Prime Minister assigned ministries, ministerial-level agencies, and People's Committees of provinces and centrally-run cities to continue organizing professional and technical training; regularly and continuously foster and update knowledge and information, prioritizing timely implementation during the operation phase of the new apparatus in order of importance and necessity, such as tax, business registration, land, environment, justice, health, education, etc.; at the same time, develop programs and direct the organization of training and fostering of technology skills, modern administrative management and administrative communication skills to improve the capacity of staff and civil servants in both professional and digital skills, especially in remote areas, island communes, where implementation conditions are limited (to be completed before August 1, 2025).
Strengthening policy communication and creating consensus in the operation of the two-level local government model
Regarding strengthening policy communication and creating consensus, the Prime Minister requested the Ministry of Culture, Sports and Tourism, Vietnam Television, Voice of Vietnam, Vietnam News Agency and relevant agencies to continue implementing plans to strengthen information and communication, proactively provide official information to guide public opinion, create consensus among cadres, civil servants, public employees, party members and the people; strengthen policy communication, create consensus and people's participation in the organization and operation of the 2-level local government model; promote effective foreign information, enhance the reputation of the institutional environment, investment and business environment, and increase confidence for foreign investors to invest and do business in Vietnam (implement regularly).
Establish a two-way information coordination, monitoring and feedback mechanism between the central and local levels.
Regarding the establishment of a monitoring mechanism between the Central and local levels, the Prime Minister assigned ministries, ministerial-level agencies, and People's Committees of centrally-run provinces and cities to establish a two-way coordination, monitoring, and information feedback mechanism between the Central and local levels; at the same time, ensure a close monitoring mechanism from higher levels and the participation of the people (implemented regularly).
Highly concentrate and devote resources to the work of perfecting institutions and laws
Regarding the completion of legal documents, the Prime Minister requested ministries and ministerial-level agencies to continue to focus highly and allocate resources to the work of completing institutions and laws; promptly promulgate and submit for promulgation detailed regulations and instructions for the implementation of Laws and Resolutions of the National Assembly passed at the 9th Session; continue to review and complete the system of legal regulations to operate the new model synchronously and effectively.
Regarding administrative reform associated with public finance control, the Prime Minister requested ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities to continue promoting administrative reform associated with public finance reform and innovation in local governance methods; increase decentralization to localities to proactively handle administrative procedures, manage budgets, organize apparatus and manage human resources.
The Ministry of Foreign Affairs urgently reports on the meeting with the Diplomatic Corps in Vietnam and reports to the Prime Minister before July 20, 2025.
Strengthening facilities and school scale for island communes and remote areas
The Prime Minister assigned the Ministry of Education and Training to urgently complete and submit to the Prime Minister the Project on investing in boarding schools in communes, wards, and border special zones in July 2025 (using capital sources from increased revenue in 2024 and saving expenses in the first 7 months of 2025) and the National Target Program on modernizing and improving the quality of education and training in the period 2026-2030; focusing on investing in strengthening facilities, school size, and classrooms at all levels.
At the same time, urgently complete and submit to the Prime Minister the Project "Building boarding and semi-boarding schools for high school students in remote, border, and island areas for the period 2026-2030".
The Ministry of Education and Training proactively reviews legal documents to expand the scope of boarding and semi-boarding students, regardless of Kinh or ethnic minority background, ensuring equality in access to education; promulgate according to authority or submit to competent authorities for consideration and promulgation.
The Prime Minister assigned the Ministry of Finance to advise and arrange capital from the central budget and mobilize other legal capital sources to implement the National Target Program on modernization and improvement of education and training quality in the 2026-2030 period and the Project on building boarding and semi-boarding schools for high school students in remote, border and island areas in the 2026-2030 period, in order to improve facilities and the size of schools and classrooms.
The People's Committees of provinces and centrally run cities shall prioritize budget, land, and facilities after the arrangement to strengthen education and health care, and have solutions to mobilize other legal resources to invest in facilities and equipment for educational institutions, especially schools in difficult areas that have not met the minimum standards of facilities, boarding and semi-boarding schools for ethnic minorities to continue improving the quality of education, care and nurturing of preschool children, boarding and semi-boarding students, students from ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions. The works in educational institutions must ensure safety, solidity, and meet the standards and criteria on area according to current regulations. In particular, there must be no lack of convenient facilities for medical examination and treatment for people; sick people must be given timely and effective health care.
In addition, the People's Committees of provinces and centrally run cities shall direct the People's Committees at the commune level to ensure enough schools, classrooms and medical facilities for medical examination, treatment and health care for the people, for each level of education, in accordance with the characteristics and situation of the locality after the arrangement.
The Prime Minister emphasized that these are particularly important and urgent tasks, and requested that Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and centrally-run cities pay attention, closely direct, and organize synchronous and unified implementation, on schedule, ensuring stable operation of the apparatus, leaving no legal gaps, and promptly resolving requests of people and businesses./.
