Review and standardize administrative procedures related to land.

Prime Minister Pham Minh Chinh requested the Ministry of Agriculture and Environment to review and standardize the published administrative procedures on land, ensuring that the implementation of administrative procedures is independent of administrative boundaries within the province at provincial and commune-level Public Administrative Service Centers (to be completed before July 20, 2025).

This is the content of Official Dispatch No. 110/CĐ-TTg dated July 17, 2025, from the Prime Minister on continuing to focus on implementing the Central Committee's Resolution and the Politburo's and Secretariat's Conclusion on the reorganization of the organizational structure and administrative units.

To ensure the continued synchronized and timely implementation of the Central Committee's Resolutions and the Politburo's and Secretariat's Conclusions on the reorganization of the administrative apparatus and units, the Prime Minister requests Ministers, heads of ministerial-level agencies, and Chairpersons of People's Committees of provinces and centrally-administered cities, according to their assigned functions and duties, to implement the following tasks:

Send officials to the grassroots level to assess the situation and propose solutions to overcome difficulties.

Regarding the reception and processing of administrative procedures related to land, the Prime Minister assigns Ministers, heads of ministerial-level agencies, and chairpersons of People's Committees of provinces and centrally-administered cities to continue organizing the reception and processing of administrative procedures in their respective provinces and centrally-administered cities in accordance with the provisions of Clauses 4 and 5 of Article 4, Clause 2 of Article 5, and Clauses 1 and 2 of Article 10 of Resolution No. 190/2025/QH15 dated February 19, 2025, of the National Assembly, the Prime Minister's directive in Official Dispatch No. 90/CĐ-TTg dated June 17, 2025, and Government Decree No. 118/2025/NĐ-CP, ensuring the maintenance and improvement of citizen and business satisfaction with the quality of service provided by state agencies.

The Ministries of Agriculture and Environment and Justice are urged to promptly coordinate and send officials to the grassroots level to assess the situation, propose solutions to overcome difficulties, and handle arising issues within their functions and duties, especially administrative procedures related to land administration, land clearance, determination of land ownership, and issuance of land use certificates… (to be completed before August 1, 2025).

The Ministry of Agriculture and Environment will review and standardize the published administrative procedures on land, ensuring that the implementation of administrative procedures is independent of administrative boundaries within the province at provincial and commune-level public administrative service centers, in accordance with the directives of the Politburo, General Secretary To Lam, and the Government in Decree No. 118/2025/ND-CP (to be completed before July 20, 2025); and will urgently complete the construction of the national land database, connecting and seamlessly integrating it with the tax system, the national database on population and enterprises, the National Public Service Portal, and the provincial-level administrative procedure resolution information system to serve the resolution of administrative procedures.

The People's Committees of provinces and centrally-administered cities shall review and ensure adequate human resources, facilities, and equipment at the provincial and commune-level public administrative service centers, especially in areas with a large volume of applications at the commune level such as civil registration, land, business registration, construction, etc., and other newly decentralized and delegated areas of authority, ensuring that administrative procedures are carried out regardless of administrative boundaries within the province, and preventing bottlenecks and delays in resolving administrative procedures and public services (to be completed before July 20, 2025).

Eliminate "dead zones" to enable villages and hamlets to access digital transformation.

Regarding tasks delegated to localities, the Prime Minister requests that ministries and ministerial-level agencies regularly inspect, monitor, and guide the implementation of regulations on the functions, tasks, and organizational structure of agencies, units, and organizations within the central and local administrative systems, including tasks delegated to localities; and report these matters to the Prime Minister before Thursday of each week through the Government Office and the Ministry of Interior (so that the Ministry of Interior can compile them in the Government's weekly report to relevant agencies as prescribed).

Regarding the rollout of digital technology, the Prime Minister has instructed the Ministry of Finance to direct the Vietnam Electricity Group to coordinate with the Ministry of Industry and Trade and relevant parties to review and urgently provide electricity to eliminate power shortages in villages and hamlets nationwide (to be completed before October 1, 2025).

The Ministry of Science and Technology will monitor and expedite progress to ensure the completion of "eliminating signal blind spots" so that villages and hamlets have the conditions to access digital transformation (to be completed before October 1, 2025).

Enhancing digital skills for staff

Regarding the enhancement of digital skills for officials, the Prime Minister instructed ministries, ministerial-level agencies, and People's Committees of provinces and centrally-administered cities to continue organizing professional and technical training; regularly and continuously updating knowledge and information, prioritizing timely implementation during the operation of the new administrative apparatus in order of importance and necessity, such as taxation, business registration, land, environment, justice, health, education, etc.; and at the same time, to develop programs and direct the organization of training and development in technology skills, modern administrative management, and administrative communication skills to enhance the capacity of officials and civil servants in both professional and digital skills, especially in remote areas, island communes, and localities where implementation conditions are limited (to be completed before August 1, 2025).

Strengthening policy communication and building consensus in the operation of the two-tiered local government model.

Regarding strengthening policy dissemination and fostering consensus, the Prime Minister requested the Ministry of Culture, Sports and Tourism, Vietnam Television, Vietnam Radio, Vietnam News Agency, and relevant agencies to continue implementing plans to enhance information and communication, proactively providing official information to guide public opinion and create consensus among officials, civil servants, Party members, and the people; strengthen policy communication, create consensus and encourage public participation in the organization and operation of the two-tiered local government model; promote effective external communication, enhance the reputation of the institutional environment and investment and business environment, and strengthen the confidence of foreign investors in investing and doing business in Vietnam (to be carried out regularly).

Establish a two-way coordination, monitoring, and feedback mechanism between the central and local governments.

Regarding the establishment of a central-local oversight mechanism, the Prime Minister has instructed ministries, ministerial-level agencies, and People's Committees of provinces and centrally-administered cities to establish a two-way coordination, oversight, and feedback mechanism between the central and local levels; while also ensuring strict oversight from higher levels and the participation of citizens (on a regular basis).

Focus intensely and allocate resources to the work of improving institutions and laws.

Regarding the completion of legal documents, the Prime Minister requested ministries and ministerial-level agencies to continue focusing intensely and allocating resources to the work of perfecting institutions and laws; to promptly issue and submit for promulgation detailed regulations and guidelines for the implementation of Laws and Resolutions passed by the National Assembly at the 9th Session; and to continue reviewing and perfecting the legal system to ensure the synchronized and effective operation of the new model.

Regarding administrative reform linked to public financial control, the Prime Minister requested ministries, ministerial-level agencies, and People's Committees of provinces and centrally-administered cities to continue promoting administrative reform linked to public financial reform and innovation in local governance methods; and to strengthen decentralization to localities to proactively handle administrative procedures, manage budgets, organize the apparatus, and manage human resources.

The Ministry of Foreign Affairs is urgently submitting a proposal regarding a meeting with the Diplomatic Corps in Vietnam, and reporting to the Prime Minister before July 20, 2025.

Strengthening school infrastructure and expanding school sizes in island communes and remote areas.

The Prime Minister has instructed the Ministry of Education and Training to urgently finalize and submit to the Prime Minister the Project for Investment in Boarding Schools in Border Communes, Wards, and Special Zones by July 2025 (using increased revenue from 2024 and savings from the first seven months of 2025) and the National Target Program for Modernizing and Improving the Quality of Education and Training for the period 2026-2030; focusing on investing in strengthening infrastructure and expanding the scale of schools and classrooms at all levels.

At the same time, it is urgent to finalize and submit to the Prime Minister the Project "Building boarding and semi-boarding schools for secondary school students in remote, border, and island areas in the period 2026-2030".

The Ministry of Education and Training is proactively reviewing legal documents to expand the scope of boarding and semi-boarding students, without discrimination between Kinh and ethnic minorities, ensuring equality in access to education; issuing regulations within its authority or submitting them to competent authorities for consideration and issuance.

The Prime Minister has assigned the Ministry of Finance to advise on and allocate funds from the central budget and mobilize other legal sources of capital to implement the National Target Program for Modernizing and Improving the Quality of Education and Training in the period 2026-2030 and the Project for Building Boarding and Semi-Boarding Schools for High School Students in Remote, Border, and Island Areas in the period 2026-2030, aiming to strengthen the physical infrastructure and scale of schools and classrooms.

The People's Committees of provinces and centrally-administered cities should prioritize budget allocations, land, and infrastructure after restructuring to strengthen education and healthcare. They should also find solutions to mobilize other legitimate resources to invest in infrastructure and equipment for educational institutions, especially schools in disadvantaged areas that do not meet minimum infrastructure standards, and ethnic minority boarding and semi-boarding schools, in order to further improve the quality of education, care, and nurturing of preschool children, boarding and semi-boarding students, and students in ethnic minority and mountainous regions, and areas with particularly difficult socio-economic conditions. Buildings within educational institutions must be safe, sturdy, and meet the standards and regulations regarding area as currently stipulated. In particular, there should be no shortage of convenient medical facilities for the people; illnesses must be addressed promptly and effectively.

In addition, the People's Committees of provinces and centrally-administered cities shall direct the People's Committees of communes to ensure sufficient schools, classrooms, and medical facilities for examination, treatment, and healthcare for the people at each educational level, in accordance with the characteristics and situation of the locality after the reorganization.

The Prime Minister emphasized that these are particularly important and urgent tasks, and requested that Ministers, heads of ministerial-level agencies, and chairpersons of People's Committees of provinces and centrally-administered cities pay close attention, provide strict guidance, and organize the implementation in a synchronized, unified manner, on schedule, ensuring the stable operation of the apparatus, avoiding legal loopholes, and promptly addressing the needs of citizens and businesses.
