Reviewing land management and use at Anh Son Livestock Breeding Station and Forest Protection Department
(Baonghean.vn)- Voters in Anh Son district reported that the management and use of land at the Livestock Breeding Station and Anh Son Forest Protection Department had many shortcomings. They requested the relevant agencies to inspect and take corrective measures.

Regarding land management and use at the Forest Ranger Department located in Anh Son district:
The voter's petition is related to the land use of Mr. Nguyen Ngoc Kiem (an officer of Anh Son Forest Protection Department).
Because the District previously did not have a dormitory for its staff and workers, the District's Board of Directors agreed to sell the old house (the part on the land granted) to Mr. Nguyen Ngoc Kiem and his wife to stabilize their work. In September 2005, the house was damaged, Mr. Kiem applied to rebuild it on the old foundation to sell groceries.

Voters have repeatedly raised this issue and on November 21, 2013, the Department of Natural Resources and Environment, the People's Committee of Anh Son District, and the People's Committee of the town inspected the land use management at the Forest Protection Department and concluded as follows: Within the land area of the Forest Protection Department, there are 230 square meters lent to Mr. Kiem for temporary use. When the Department uses the above land area, Mr. Kiem's family will dismantle and relocate themselves.
Currently, the Forest Protection Department has directed Anh Son Forest Protection Department to clear the land borrowed by Mr. Kiem within the campus to ensure compliance with state regulations on land management and use.

After receiving voters' petitions, the Department of Agriculture and Rural Development directed the Livestock Breeding Center to inspect and review the land management and use at the Livestock Breeding Station in Anh Son district. The specific results are as follows:
Currently, Anh Son Livestock Breeding Station is managing and organizing production at 2 facilities, including:
- Facility 1: Old headquarters (from 1992 - 2000): Now is the level 2 fish hatchery of Anh Son district, in hamlet 14, Long Son commune. Total natural area is 14.15 ha (Cultivated land: 12.756 ha: Traffic and irrigation land: 1.393 ha).

- Facility 2: Headquarters is the Artificial Insemination Station for livestock, at Block 6A, Anh Son Town, Anh Son District. Newly invested and completed, put into operation in December 2000. Total land area granted is 1,317 m2
The management and use of land at this facility is carried out in accordance with current state regulations. However, during the management process, at facility 1 there are some problems as follows: The current level 2 fish breeding farm was formerly the state-owned pig breeding farm of Anh Son district, invested and built in September 1972.
After 3 times of decentralization (from Province to District, from District back to Province) and over 40 years, the land allocation records no longer exist, there are only minutes of land handover and technical facilities and labor from the district to the Center from November 1992 to present.
Therefore, the application for land use right certificate is very difficult.
