Review and simplify administrative procedures on land
(Baonghean.vn) - On the afternoon of June 8, the Provincial People's Council's Legal Committee supervised the issuance of Certificates of land use rights (GCN QSD), house ownership rights and other assets attached to land in Nghe An province with the Department of Natural Resources and Environment.

Accordingly, for the first issuance of land use right certificates to households and individuals, the issuance rate for land types including: agricultural land reached 88.37%, forestry land reached 77.39%, rural residential land reached 92.53%, urban residential land reached 94.79%. As for the issuance of new land use right certificates to households and individuals, the issuance rate for land types including: agricultural land reached only 44.58%, rural residential land reached 63.43%, urban residential land reached 79.09%.
Regarding the first issuance of land use right certificates for organizations, the issuance rate for land types includes: agricultural land reaching 83.26%; forestry land reaching 97.43%; aquaculture land, other agriculture, salt production reaching 85%; rural residential land reaching 84%; urban residential land reaching 99.68%; land for headquarters of state agencies and public works reaching 98.52%... The issuance and re-issuance of land use right certificates for organizations focuses on non-agricultural land and has been issued to 173 organizations with 231 land use right certificates with a total area of 303.55 hectares.

At the meeting, members of the monitoring delegation also requested the Department of Natural Resources and Environment to clarify a number of issues raised through monitoring and surveys at the grassroots level, such as: Low rate of granting and exchanging agricultural land for households and individuals; mechanism for controlling administrative procedures in the land sector; urging the responsibility of consulting units in granting and exchanging land use right certificates...
Speaking at the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong requested the Department of Natural Resources and Environment to strengthen inspection and guidance at the grassroots level; develop a roadmap for granting land use right certificates, clearly indicating the resources that need to be arranged, difficulties, etc. for competent authorities to consider and resolve.
Receiving the opinions of the monitoring delegation, Deputy Director of the Department of Natural Resources and Environment Vo Van Ngoc emphasized that the unit will focus on solutions to further increase the rate of granting land use right certificates, house ownership rights and other assets attached to land in Nghe An province, in which it will continue to direct, inspect and urge the grassroots; especially directing consulting units to effectively coordinate with localities to carry out the work of granting land use right certificates.

Concluding the meeting, Head of the Provincial People's Council's Legal Committee Phan Duc Dong acknowledged the efforts and results in the work of granting land use right certificates, house ownership rights and other assets attached to land in Nghe An province; at the same time, proposed a number of issues that the department needs to pay attention to in order to perform better, such as: urging the People's Committees of districts, cities and towns to focus on reviewing outstanding cases, including new issuance and re-issuance of land use right certificates, especially classifying difficulties and problems to advise on solutions; strengthening the dissemination and propaganda of laws.
The head of the monitoring delegation also requested the Department of Natural Resources and Environment to urge real estate businesses to coordinate with relevant agencies to grant land use right certificates, house ownership rights and other assets attached to land to people; strengthen management and build a land database.

Acknowledging the administrative reform work of the Department of Natural Resources and Environment, Mr. Phan Duc Dong requested the unit to continue promoting this work in the direction of reviewing and minimizing procedures to create the most favorable conditions for people and organizations in carrying out procedures for granting land use right certificates.
The Department of Natural Resources and Environment also needs to coordinate more effectively with related units such as tax and construction so that the process of granting land use right certificates can be quickly granted to people and organizations, while ensuring planning and tax collection in accordance with regulations. On the other hand, Mr. Phan Duc Dong also suggested that the Department of Natural Resources and Environment pay attention to the work of handling petitions, complaints and denunciations, focusing on handling them thoroughly right at the grassroots level.
