Lessons learned from the congress of the grassroots party committees for the 2015-2020 term

(Baonghean.vn) - On the afternoon of June 15, in Vinh City, the Provincial Party Committee's Organizing Committee held an online conference with the Party Committees of districts, cities, towns and affiliated units to draw experience from the model congresses of the grassroots Party Committees for the 2015-2020 term before implementing the mass congress in the coming time.

At the conference, on behalf of the Provincial Party Committee's Organizing Committee, Comrade Dau Van Thanh - Deputy Head of the Provincial Party Committee's Organizing Committee reported on the results of the model congresses of grassroots-level Party Committees for the 2015-2020 term. Accordingly, up to now, 4 Party Committees, including Tuong Duong, Que Phong, Quynh Luu and the Provincial Military Party Committee, have completed the model congresses at the grassroots level. Basically, the 4 units selected for the model congresses all closely followed Directive 36/CT-TW and documents of the Central and Provincial Party Committees on Party Congresses at all levels for the 2015-2020 term to direct and seriously implement, promote democracy, and meet the requirements of fully implementing the 4 contents at the congress.

Comrade Dau Van Thanh - Deputy Head of the Provincial Party Committee's Organization Department reported on the draft results of directing the congress of model party committees at the grassroots level.

The Congress summarized the implementation of the Party Congress Resolution for the 2010-2015 term, passed a resolution defining the goals, directions, and tasks of the Party with the ideology of attacking and striving for greater heights in the 2015-2020 term. The Congresses at the Party Committees also spent adequate time discussing and contributing opinions to the draft documents of the 12th National Party Congress, the 18th Provincial Party Congress; contributing opinions on the standards, number, and structure of the Provincial Party Committee for the 18th term. The Congresses at the 4 grassroots Party Committees elected all 133 comrades to the Party Committee for the 2015-2020 term at once; elected the Standing Committee, the Inspection Committee, and the Inspection Committee to ensure the structure and correct orientation with high concentration. Also at these 4 Congresses, all the delegations to attend the 18th Provincial Party Congress were elected at once.

Comrade Luong Hong Phong - Deputy Secretary of the Party Committee, Political Commissar of the Provincial Military Command shared some experiences in the process of directing the congress.

In addition to the successful direction of the model congresses of the grassroots party committees, the conference also focused on drawing lessons from some limitations and shortcomings in the process of directing and operating the congress, from the decoration and protocol of the congress to the operation of the presidium at the congress and the election. The presentation of the political report and the review report of the Executive Committee did not ensure a reasonable structure and capacity, with overlapping content between the two reports. In the operation of the congress, in some contents, the presidium did not closely follow the detailed program, leading to confusion at times and inaccuracies in some places. The election operation in some stages was carried out too quickly, without giving time for delegates to think and express their opinions. During the election process, there were still invalid ballots.
