Lessons learned from the 14th session of the 16th Provincial People's Council
(Baonghean.vn) - On the afternoon of July 24, the Provincial People's Council held a regular meeting in July 2015 to draw experience from organizing the 14th session of the 16th Provincial People's Council and deploy tasks for August 2015. Comrade Nguyen Xuan Son - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council chaired the meeting. Also attending was Comrade Pham Van Tan - Head of the Provincial National Assembly Delegation.

In July 2015, the Standing Committee of the Provincial People's Council coordinated with the Provincial People's Council Committees, directed the Office of the National Assembly Delegation and the People's Council to prepare and successfully organize the 14th session of the 16th Provincial People's Council. To prepare for the session, the Provincial People's Council chaired and worked with the Provincial People's Committee, the Provincial Fatherland Front Committee and related sectors to agree on the expected content, program and issues related to the session, and assigned responsibilities to each agency to preside over the consultation. The review work was timely, in accordance with regulations, and ensured quality.

The meeting was conducted in accordance with the content and program set out, the management was scientific, ensuring the program duration. At this meeting, 21 submissions and draft resolutions were approved by the Provincial People's Council and the Standing Committee of the Provincial People's Council completed and signed to certify their promulgation in accordance with regulations. The activities of contacting voters before the meeting were carried out by the Provincial People's Council delegates as planned, the opinions and recommendations of voters were compiled and promptly forwarded to the competent authorities for response in accordance with the law.

Group discussions and discussions in the hall were conducted seriously and enthusiastically. The content of the questions was prepared by the Standing Committee of the Provincial People's Council, selecting the right issues that the public and voters were interested in. The question and answer sessions took place democratically, responsibly, with dialogue and a highly constructive spirit.

At the meeting, delegates also pointed out some shortcomings that need to be learned from, such as some submissions and draft resolutions being sent late, affecting the verification process of the Standing Committee and the Provincial People's Council Committees; the sending of results of voter contact by some delegations, some submissions and draft resolutions to the session being sent later than the prescribed time, etc.

Concluding the conference, Comrade Nguyen Xuan Son suggested that the Committees and the Office of the Provincial People's Council need to learn from experience, overcome existing problems and limitations so that the upcoming Provincial People's Council sessions can be organized more scientifically and effectively. He noted: To deploy the work of developing Resolutions earlier so that the sectors can be proactive in the preparation work as well as ensure the process of building legal documents according to regulations, and at the same time, improve the quality of the issued resolutions.
Regarding the tasks in August 2015, the Standing Committee of the Provincial People's Council and the Provincial People's Council committees need to focus on resolving voters' opinions and recommendations, strengthening supervision and survey activities; urging the implementation of the Resolutions passed by the Provincial People's Council at the 14th session, term XVI.
