According to the investigation agency's records, in 1992, Pham Huu Thuc moved from Nghe An to Dak Lak to live. In 1996, while out on a trip, he was attacked by a group of young men in Buon Ghi (Dak Lak). Thuc used a sharp knife to stab one of them to death and then escaped. Dak Lak Provincial Police issued a nationwide wanted notice for Pham Huu Thuc for murder, and at the same time coordinated with the authorities in Nghe An - Thuc's hometown - to search for his whereabouts. However, no clues related to Pham Huu Thuc were found.

In October 2013, after long journeys to find wanted subjects, Nghe An Provincial Police discovered a man in Tan Hop Commune, Tan Ky with many similar characteristics to Pham Huu Thuc but named Pham Van Dung, with a wife and 2 children, belonging to a poor household in the commune. Verifying the identity of Pham Van Dung, the police force determined that this was Pham Huu Thuc, who was wanted 16 years ago, had changed his name, married and had children to escape the law.

When arrested by the police, Pham Van Dung admitted that he was Pham Huu Thuc - the person who committed the murder 17 years ago in Dak Lak and was on the run from the wanted warrant. Currently, the criminal wanted police force of Nghe An Provincial Police is completing the file to hand over to Dak Lak Provincial Police for handling according to their authority.
