We're going home.Tan Ky districtAs the month of December approached, Comrade Bui Thanh Bao, member of the Provincial Party Committee, Secretary of the District Party Committee, and Chairman of the District People's Council, led me to visit several new construction projects and factories that were being urgently completed.
At the construction siteWaste treatment plantIn Tan Ky, Mr. Dang Huu Be, the factory director, said that construction took less than 6 months and is now basically complete; the goal is to put it into operation in the first quarter of 2024, which will process waste for 6 neighboring districts and create jobs for 50 workers.
The factory has a capacity of 150 tons per day and night, using automated combustion technology, and notably, the smoke and dust treatment process uses fabric bags, resulting in zero environmental emissions during operation. This is considered the most modern environmental treatment technology in Vietnam today...
The Tan Ky waste treatment plant is just one of several projects marking a new phase of development for the district. In 2023, Tan Ky district focused on land clearance for key projects invested in by the province and the district; accelerating progress on the following projects: the extended N5 road (technically opened to traffic before the Lunar New Year); and the 110kV power line, expected to be commissioned in the second quarter of 2024.
The district has also been allocated over 70 billion VND by the province to upgrade the roads in the district town, which will be implemented in early this year.
Another important project isHuong - Phu - Hanh routeThe road has been upgraded with state investment. In 2023, all land clearance work was completed, accelerating the implementation progress, with the first kilometers of the route being paved with asphalt by the Lunar New Year. In addition, in the first quarter of 2024, the upgrading of the 16-kilometer road from Tan An commune to Dong Van commune will begin, after the Provincial People's Committee approves the investment plan. Furthermore, there are several projects attracting non-state budget investment, such as pig farming, with a pig farm in Giai Xuan commune already in operation, capable of raising 24,000 pigs per batch.
Along with the results of implementing programs and projects, the production value of Tan Ky district in 2023 reached 7.2%, higher than the provincial average, ranking second among the 11 western mountainous districts and eighth in the entire province; budget revenue exceeded 102% of the plan; the planned poverty reduction rate was 1-1.5%, and 2.26% was achieved (in Dong Van commune, a remote area, the number of poor households decreased by nearly 14%, currently standing at just over 4%)...
In our conversation, District Party Secretary Bui Thanh Bao highlighted some of the outstanding achievements of Tan Ky district in the past year, namely creating a great atmosphere among cadres and people to encourage the development of the district on the occasion of the 60th anniversary of the district's establishment (April 19, 1963 – April 19, 2023). This is not simply an occasion to recall traditions and meet different generations, but also an opportunity to promote the image of Tan Ky district on its path of renewal...
In the field of education, 2023 marked the eighth consecutive year that Tan Ky district was ranked by the province as having excellently completed its tasks; including a rate of 80.6% of schools meeting national standards. National defense was ensured, and security was maintained. Internal unity and consensus continued. The methods, leadership, and work attitude of the officials have further strengthened the people's trust in the Party and the government.
In the field of social insurance, from 85% of the population participating in health insurance in 2022, this figure increased to 92% by the end of 2023. This is an important indicator showing a significant reduction in the mentality of dependence and reliance, and an improvement in the material living standards of the people.
Also during the past year, Tan Ky district has successfully implemented the housing program for poor households. The district has 356 disadvantaged households in need of housing, of which 98 need repairs and the remaining 254 need to be newly built. The district registered with the province to self-fund the support for 100 houses, but by the end of 2023, Tan Ky had built 122 houses and repaired 28 houses, exceeding the target for the three years...

Entering 2024, many difficulties and challenges are still anticipated; however, Tan Ky district has clearly identified the basic targets, objectives, and solutions, especially the need to create breakthroughs in...administrative reformTo promote development in all aspects.
According to Bui Thanh Bao, Secretary of the District Party Committee, although administrative reform in the district did not fully meet the requirements in 2023, the district has identified its strengths and weaknesses, knows its current position, and knows what needs to be done in the future – this is a very clear message.
The Standing Committee of the District Party Committee has instructed the Chairman of the District People's Committee to sign a commitment with all heads of district-level departments and agencies, and chairmen of commune People's Committees, at the beginning of the year, to increase the administrative reform index by the end of 2024. If the heads of departments and local authorities fail to meet this target, they will be forced to resign or be transferred to another position...
“In 2024, Tan Ky district will undertake a crucial political task: organizing a district-level defense zone exercise. All necessary conditions and elements must be prepared to ensure the exercise is conducted in the best possible way, in a substantive manner, and not merely as a formality.”
