The election day of the 13th National Assembly and People's Councils at all levels for the 2011-2016 term is approaching. Nghe An Newspaper interviewed comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council, Chairman of the Election Committee of Nghe An province on a number of related issues.
Reporter: Dear comrade! This election is a "double" election. Could you tell us about the innovations in leadership, direction and implementation in the province?
ComradeTran Hong Chau:
Immediately after receiving the Central's direction on the election of deputies to the 13th National Assembly and the election of deputies to People's Councils at all levels for the 2011-2016 term, Nghe An promptly established a Steering Committee and a Provincial Election Committee to unify leadership and direction; held a conference of key cadres in the whole province to thoroughly grasp Directive 50-CT/TW of the Politburo and the Central's directives and instructions on the implementation of election work.
Through that, the Party Committee, the government and political organizations from the province down to the grassroots level are all clearly aware that the election of the 13th National Assembly and People's Councils at all levels this time is to continue to build, consolidate and perfect the socialist rule of law state of the people, by the people, for the people, to focus on leadership, direction and organization well. The establishment of organizations in charge of elections at all levels must have the right composition and quantity, ensuring high capacity and responsibility.

The process of consultation, selection and introduction of candidates for the National Assembly and People's Councils at all levels is conducted strictly, democratically, equally, legally, meeting the prescribed standards, ensuring a reasonable structure of representatives of different social classes, ages, ethnicities, genders, religions, economic sectors, representing the will and aspirations of the people.
Information and propaganda work related to the election has been carried out with attention, contributing to raising awareness and sense of responsibility for election work among Party committees, authorities, organizations and people, thereby creating more openness and democracy, avoiding formality in the election process, especially the work of consultation and introduction of candidates.
The work of handling complaints and denunciations from the people is focused on by the Election Committee and competent agencies to ensure proper authority, responsibility, progress and time. The work of preparing conditions, means and funding for the election work ensures the requirements set out.
PV: Could you please tell us about the difficulties in the process of implementing the election?
ComradeTran Hong Chau:
In our province, the mountainous area accounts for over 2/3 of the natural area, including 248 communes, especially 27 border communes; 89 communes, 180 villages with special difficulties, difficult travel conditions, low educational level. Many coastal communes and hamlets with the majority of residents living on the sea, work is not concentrated; some resettlement areas are still in the situation of shifting cultivation, migration to old residences... The area is large, the terrain is fragmented, the number of voters is large (more than 2 million people), many voting areas, the situation of voter migration due to some local children working away from home seasonally...
Besides, the process of changing the management mechanism, land recovery, and site clearance to serve projects in the province to actively develop the socio-economy is giving rise to a number of pressing issues and incidents.
Some opportunists, extremists and hostile forces took advantage of loopholes and shortcomings in management to incite and sabotage the Party and the State, seeking to sabotage the election. However, I affirm that as a province with a revolutionary tradition, the people trust the leadership of the Party; the team of election officials have a high sense of responsibility and a lot of experience in building the political system, Nghe An will lead and direct the election work to achieve the highest results.
PV: To ensure the rights and obligations of each voter, what solutions does the Provincial Election Committee have, sir?
ComradeTran Hong Chau:
Recognizing and anticipating difficulties, the Provincial Election Committee has directed localities to grasp the situation, especially those where difficulties are forecasted in the election work; mobilize the participation of the entire political system to propagate and encourage people to proactively plan their production and life to participate in the election, and properly exercise their rights and obligations as citizens.
For the communes, border villages, remote areas, and difficult areas in the four districts of Ky Son, Tuong Duong, Con Cuong, and Que Phong, the province proposed and the Central Election Council agreed to the policy of holding early elections two days in advance, on May 20, 2011.
From now until the election day, Election Committees at all levels from the province down to the grassroots need to actively inspect and supervise, on that basis promptly detect, remedy, and guide weaknesses and shortcomings, even on election day.
Strengthen propaganda work on mass media, commune radio systems, block, hamlet, village and hamlet loudspeakers so that voters in the province need to raise their sense of responsibility, select and elect truly excellent people, with virtue, talent, capacity and conditions to operate, ensuring both quality and efficiency, and ensuring a representative structure to build the National Assembly and People's Councils at all levels that are truly of the people, by the people, for the people, especially meeting the requirements of tasks in the new situation, while ensuring the nature of being both a local state power agency and an agency representing the will and aspirations of the people.
