Prepare for flood and storm season in coastal areas
After being upgraded, the sea dykes in Dien Chau, Nghi Loc, and Cua Lo have been effective in preventing landslides, high tides, and saltwater intrusion, protecting people's lives and production. However, before each flood and storm season, the above localities still have many things to rectify, overcome, and continue to upgrade and build the dyke system to effectively prevent and control floods and storms.

Ms. Le Thi Huong - Vice Chairman of Dien Thanh Commune People's Committee said: Dien Thanh currently has 3.5 km of sea dyke that was upgraded in 2008, basically contributing to preventing storm waves, protecting villages and people's lives, no longer having to evacuate hundreds of households as before. However, since the establishment of this dyke system, it has also meant flooding of roads and bridges in the residential area. In addition, the area around the dyke has more than 20 households living and doing temporary business, of which 9 households are concentrated in hamlet 4. Therefore, this year, in the flood prevention plan from the beginning, the commune has deployed people to clear sewers, clear the dike corridor, assigning specific responsibilities to the militia and police to evacuate households along the dyke to hamlet 2 and hamlet 5 if the risk of storm is above the level.
Mr. Cao Van Thai - Deputy Head of the Department of Agriculture of Dien Chau district emphasized: Dien Chau currently has 9 coastal communes with over 1,000 households, 25 km of coastline, of which 22 km have been invested in upgrading sea dykes. Currently, the Dien Kim-Hai-Hung sea dyke lines and the Dien Trung-Thinh-Thanh line with a total length of over 18 km, 15 drainage culverts have been upgraded in 2006 and put into use in 2011. The project to upgrade river dykes is currently being constructed in key sections. However, currently, on the sea dyke system, there are still hundreds of households doing business in restaurants, temporary services, renting business booths on the beaches of Dien Thanh, Dien Hai... In particular, in the sea dyke system, there are very weak river dyke areas, or embankments without dykes such as Dien Van, Dien Ngoc, Dien Bich areas, which are at great risk of being affected by storms and rains. The District People's Committee has issued an official dispatch assigning responsibility to communes with upgraded dykes to inspect the current status of sea dykes, culverts across the dykes, and organize the clearance of trees and construction works encroaching on the dyke slopes and corridors of upgraded sea dykes. Currently, the district is focusing on directing the acceleration of projects to repair and upgrade river dykes to ensure flood safety. Continue to direct the People's Committees of communes to strengthen inspection and clearance of trees and construction works in the corridors of the Dien Kim - Hai - Hung - Trung - Thinh - Thanh dykes; direct people to continue to protect and cultivate protective casuarina forests along the sea dykes. For the evacuation plan when there is a storm above level 10, the focus is on areas with unfinished sea dyke and river dyke systems such as Dien Ngoc, Dien Van, Dien Ky, Dien Hong. The main plan for this area is to evacuate people in the commune, school infrastructure, and committee headquarters. According to Mr. Nguyen Huu Nhung - Deputy Head of the Provincial Department of Land Management and Flood and Storm Prevention, this year, to prepare for the upcoming storm season, the department has consulted with departments and branches to direct localities to proactively develop plans to check the safety of upgraded dykes, and at the same time focus on urging contractors to complete key dyke sections such as the 2.2 km long Quynh Lap dyke section in Quynh Luu, the 1.8 km long Nghi Yen sea dyke section (Nghi Loc), both of which are invested by the Department of Agriculture and Rural Development, the 8 km long Dien Bich - Ky - Van - Ngoc route in Dien Chau district, focusing on upgrading and repairing over 11 km of the Dien Trung - Thinh - Thanh sea dyke route, both of which are invested by the People's Committee of Dien Chau district. Currently, the projects are being accelerated and ready for the storm season. On the other hand, the department has deployed for the above localities to operate drainage culverts on the completed sea dykes before August 30.
According to Mr. Nhung, before the sea dike was built, the authorities of coastal communes and districts had to direct the evacuation of about 23,000 households with 103,000 people in the area, but now the sea dikes have been upgraded, and every year when there is a big storm, the authorities of communes and districts now only have to direct the evacuation of about 16,000 households with over 80,000 people.
In the face of many difficulties, the Department of Agriculture and Rural Development, the Dyke Management Department, and the authorities of coastal districts and communes are focusing on doing a good job of flood and storm prevention and control in effectively protecting sea dykes, and are making every effort to direct departments, branches, and people to implement the plan issued before this year's storm and flood season.
