Production and sale of tobacco will require a license.

This is the content that has just been added to Decree No. 106/2017/ND-CP of the Government amending and supplementing a number of articles of Decree No. 67/2013/ND-CP dated June 27, 2013 detailing a number of articles and measures to implement the Law on Prevention and Control of Tobacco Harms regarding tobacco trading.

Organizations and individuals producing, trading in tobacco products; processing tobacco materials, trading in tobacco materials and investing in tobacco planting must have a license as prescribed.

According to Decree 106/2017/ND-CP, tobacco trading is a conditional business and investment sector. Organizations and individuals that produce, trade in tobacco products; process tobacco materials, trade in tobacco materials and invest in tobacco cultivation must have a license as prescribed.

The Decree stipulates that a tobacco product distributor is a trader who purchases tobacco products directly from a tobacco product supplier or a tobacco product distributor to sell to tobacco product wholesalers and tobacco product retailers.

Tobacco product distributors are allowed to purchase tobacco products from tobacco product suppliers or other tobacco product distributors to sell to tobacco product traders or to sell at the traders' retail outlets within the licensed area.

A tobacco product retailer is a trader who purchases tobacco products from a tobacco product distributor or a tobacco product wholesaler to sell directly to consumers.

Tobacco product retailers are allowed to purchase tobacco products from tobacco product distributors or tobacco product wholesalers for sale at licensed locations.

Tobacco product traders include: Tobacco product distributors, tobacco product wholesalers and tobacco product retailers.
