Beautiful morning in the coastal countryside

(Baonghean) - Quynh Nghia is a coastal commune of Quynh Luu district, once poor with small-scale, fragmented businesses, dependent on nature. After just over 3 years of implementing the National Target Program on New Rural Development (NTM), Quynh Nghia has made a spectacular breakthrough, reaching the finish line ahead of schedule, and people's lives are changing every day.

These days, coming to Quynh Nghia, one can feel the jubilant atmosphere and joy of the people here preparing to receive the Certificate of recognition of the commune meeting the New Rural Standards and organizing the Thuong Temple Festival - National Historical Relic in the first days of January. On the village roads, red flags with yellow stars flutter in the wind. Seeing the homeland flourishing, changing day by day, the people are excited and proud.

Entering the construction of the new rural area (late 2012), the commune has only achieved 13/19 criteria, of which the traffic criterion is estimated to reach only 50%. Identifying this as a difficult criterion, requiring large resources, the guiding ideology of the Party Committee's Standing Committee is that, in building the new rural area, it is necessary to first promote the role of the people as masters, the people know, the people discuss, the people do, the people inspect. Therefore, in order to create high consensus, the entire political system must really get involved in doing a good job of propaganda and mobilizing party members, union members, association members and the masses to understand that the policy of building the new rural area is the Party's concern for the economic and cultural life of the people, in which the rights go hand in hand with the obligations of each citizen. From there, raise awareness, responsibility, and be exemplary leaders of cadres and party members in donating land, contributing money, and working days to build traffic infrastructure and intra-village drainage ditches...

Starting to build a new rural area, Quynh Nghia built a "point" model in Nghia Bac village to expand to 11 villages. From the initial awkward steps, the villages gradually got into the rhythm. The members of the Steering Committee assigned to "set up" points regularly consulted and held meetings to focus on solving difficulties and complications arising during the mobilization process in the villages. With the spirit of the whole people joining hands to build a new rural area, many exemplary households did not hesitate to dismantle works, cut down fruit trees, and donate hundreds of square meters of land. The whole commune had more than 800 households participating in donating land, with a total area of ​​62,508 square meters, of which 3,902 square meters of residential land and 58,606 square meters of agricultural land, with a total value of 14.6 billion VND.

Although not chosen as a “point” but taking the lead in this breakthrough is Nghia Phu village, with a team of experienced cadres, the people working together, unanimously joining the action urgently, many good practices were applied by the village, combined with the voluntary contribution of the people to successfully implement the project of the village. The Party cell issued a resolution that each cadre and party member set an example in doing difficult tasks such as donating land, donating working days, lending without interest to build the new rural area, at least 1 million VND/party member.

Typically, Mr. Hoang Ngoc Binh - Secretary of the Party Cell of Nghia Phu village, Mr. Truong Dac Ky - Head of Nghia Phu village are devoted veterans, wholeheartedly devoted to the village's work, directing the people to build the new rural area. Veteran Truong Dac Ky - Head of the village is an exemplary leader who took the lead in lending the village 210 million VND to build roads... Thanks to that, the people enthusiastically followed, creating a strong momentum from each village. The people of Nghia Phu village voluntarily donated 925m2 of land, concretized 1,258m of canals, built nearly 900m of grade A roads, the people themselves built more than 300m of alleys and 550m2 of cultural house yard,... Many typical examples of voluntary land donation to build new rural areas in Nghia Phu village such as Mr. Ho Phuc's family donated 63m2 of garden land, Mr. Ho The's family donated 41m2, many fruit trees and auxiliary works; The family of Mrs. Ho Thi Thoi, over 80 years old, also voluntarily donated 34 square meters and many valuable fruit trees to the village...

Not only that, the villagers built it themselves, partly hired laborers, but they owed them nearly 300 million VND in wages. In addition to contributing according to the target, the villagers also supported the hamlet with 31 million VND. In just the last 4 months of 2014, Nghia Phu hamlet accelerated and completed the most difficult task of building infrastructure. Once again, the lesson of "party members go first, the country follows" is present here.

From the bright spot of Nghia Phu village, it was quickly expanded to many other villages such as Nghia Bac, Hoa Binh, Hoa Dong, from village 1 to village 7, many households voluntarily donated garden land, residential land, production land to build village roads, alleys, creating a bustling competitive atmosphere, so that Quynh Nghia could reach the NTM finish line ahead of schedule in 2014.

In addition to the support of the people, benefactors and businesses also lent the village collective money without interest to buy materials with a total amount of 390 million VND. Taking advantage of the State's support for cement materials, the Village Executive Committee made a plan to report to the Commune Steering Committee to register for the construction of all intra-village roads. The members of the Subcommittee worked day and night, enthusiastically and actively propagating and mobilizing people to donate land and construction works to expand the roads that did not meet the requirements.

During peak days, Quynh Nghia was like a large construction site full of cement, steel, machinery and equipment, hundreds of construction workers and local people participated in site clearance, all 11 villages were mobilized simultaneously. The works invested by the People's Committee in phase 2, such as the offices of departments, branches and organizations with a capital of over 3 billion VND, were also urgently completed and put into use, the stadium, the central area were invested in upgrading and newly built with a value of tens of billions of VND; inter-commune roads, vertical and horizontal roads like a chessboard were hardened with concrete and paved flat. The intra-field roads connected to the concrete ditch system were expanded to facilitate the use of machinery in production and product consumption. The total length of the roads built was 41.72 km. In particular, the road from the commune center to Lach Quen fishing port with investment support from the State is widely paved, giving the appearance of a future coastal urban area.

In addition to the items according to 19 NTM criteria, in the commune there is a high-quality residential area project invested by the Central Region General Construction Investment Joint Stock Company with a total area of ​​16 hectares, including many construction items with a total cost of 150 billion VND, including residential land infrastructure, green parks, commercial centers and many auxiliary works that will be the highlight of Quynh Nghia Town in the near future. In which, the residential land infrastructure project in area A has completed phase 1, the commercial center is in the final stage of completion to open on the occasion of the Lunar New Year. Mr. Nguyen Xuan Phuc, General Director of the Central Region General Construction Investment Joint Stock Company - a native of Quynh Nghia said: The company has completed the compensation work for land acquisition in area B to proceed with construction in the near future. If the project is completed, Quynh Nghia will be the "highlight" for urban development of the Bai Ngang area and Quynh Luu district in the near future. Mr. Nguyen Xuan Phuc also added: The Quynh Nghia New Bridge Project was approved by the People's Committee of Nghe An province with a total value of 157 billion VND. When completed, it will promote economic development for the Bai Ngang area, in which serving the tourism industry is a huge advantage for the commune.

Mr. Ho Dinh Xich, Chairman of the Commune People's Committee and Head of the New Rural Construction Management Board, said: After more than 3 years of implementing the National Target Program on New Rural Construction, Quynh Nghia has completed and reached the finish line ahead of schedule. The total cost of implementing the New Rural Program is 231.55 billion VND/167 billion VND according to the plan (exceeding 64.55 billion = 38.65%). Of which, the State supported capital is 17.35 billion VND; the commune budget is 93.98 billion VND; cooperatives and enterprises are 36.1 billion VND; and people contributed 84.12 billion VND. The success of building the New Rural Construction has contributed to improving the material and spiritual life of the people. The poverty rate of the commune has decreased to 3.7%, and the average income per capita in 2014 reached 29.36 million VND. In the field of culture and society, 11/11 villages maintain the title of Cultural Village, the rate of cultural families reaches 92%; The quality of education has been improved, schools meet national standards level 1, communes meet national standards on health... Although 19/19 criteria for NTM have been achieved, in order to maintain and develop sustainably, determining that building NTM is a long-term career, the Party Committee and people of Quynh Nghia will constantly strive to rise up with internal strength. In the coming years, we believe that with a team of experienced and dynamic cadres, combined with the diligence and creativity of the people, Quynh Nghia homeland will become increasingly prosperous, prosperous and happy.
