Brightening the face of Nam Dan new countryside

Nam Nghia is a semi-mountainous commune with a large area, the economic conditions of the people are difficult, the average income per capita in 2010 only reached 9.2 million VND/year. At the beginning of the implementation of the new rural construction program, through the survey, the commune only achieved 4/9 criteria. Faced with that reality, entering the new rural construction, the Party Committee, the government and the entire political system from the commune to the hamlet all determined that building the new rural area is their key political task and it is necessary to create great consensus from cadres, party members and people of all walks of life to join hands in implementing it. The leadership and direction work has been carried out quite systematically. The commune Party Committee has issued a specialized Resolution to disseminate to all cadres and party members; the commune People's Committee has developed a project and plan for building the new rural area; established the Steering Committees and New Rural Management Boards at the commune level; and established the New Rural Development Teams in hamlets.
The processes were implemented, focusing on propagating and mobilizing cadres, party members and people about the purpose and meaning of building a new rural area, "using the people's strength to take care of people's lives"; promoting the pioneering and exemplary role of cadres and party members. Starting from positive factors voluntarily donating hundreds of square meters of land, demolishing fences without compensation such as Mr. Tran Quang Hoa's family, hamlet 9, donating 200 square meters of land; Mr. Nguyen Van Hai's family, hamlet 4, donating 150 square meters of land; Mr. Nguyen Van Phu's family, a parishioner of hamlet 3, donating more than 60 meters of fence... creating a large movement among all classes of people to donate land and property to expand and straighten traffic routes with 5,700 square meters. People also voluntarily contributed money to pour concrete and asphalt rural traffic roads with the State's support, on average each person contributed from 500 thousand VND to 1.1 million VND.
In addition, people also contributed to build other welfare works such as schools, cultural houses, martyrs' memorial houses; along with mobilizing external resources, after nearly 5 years of building the new rural area, Nam Nghia has mobilized 60 billion VND, of which people contributed more than 10 billion VND. Comrade Nguyen Quang Dung, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Nam Nghia commune, shared: By the end of 2014, Nam Nghia had achieved 14/19 criteria with 34/39 contents according to the National New Rural Area Criteria Set. This is the basis for the commune to boldly register to reach the new rural area goal in 2015. To complete the set goal, on the first day of 2015, the commune organized a launching ceremony for building the new rural area, striving to reach the goal in 2015;

Also being identified as a commune that will reach the NTM target in 2015, Nam Anh commune has more favorable conditions and foundation than Nam Nghia, but also has its own difficulties. Therefore, the process of building NTM is also being paid attention by the Party Committee and the government to make people understand the importance of the NTM Program and each person is the subject in this work. After nearly 5 years of implementation, the commune has mobilized people to donate 210,995m2 of land and contributed 11.7 billion VND, plus other investment and support sources amounting to more than 70 billion VND for NTM.
Along with mobilizing internal and external resources to complete the criteria on infrastructure, the commune prioritizes economic development and production reorganization - this is considered one of the main, consistent and decisive contents in building the new rural area, aiming to create sustainable and long-term development, directly affecting the lives of rural people. The People's Committee and the New Rural Area Construction Management Board of the commune have directed the construction of production development models, increasing income for people, such as vegetables, passionflowers, promoting the development of farm economy, and hill gardens. Up to now, the average income per capita in the commune has reached 24 million VND, an increase of 1.8 times compared to 2010; the poverty rate has decreased to 5%. Looking at the National New Rural Area Criteria, by June 2015, Nam Anh had completed 16/19 criteria, 3 criteria have not been met including: cultural facilities; Culture and political organization system are only some contents that localities are focusing on, striving to reach the finish line on schedule.
Not only Nam Nghia and Nam Anh, the movement to build new rural areas is currently being promoted in communes, especially in 4 communes that registered to reach the finish line in 2015: Van Dien, Xuan Hoa, Nam Xuan and Nam Thuong. Although these communes are facing many difficulties due to lack of capital and changes in the staff in the political system after the Party Congresses at all levels, with the determination of the entire political system and the consensus of the people, maximizing the internal strength of the people and actively disbursing support from the Central and the province to concentrate all resources to quickly complete in the shortest time. In 6 months, the 6 communes registered to reach the finish line in 2015 have achieved 6 more criteria and are on track to complete the remaining criteria. Mr. Nguyen Phuc Hoang - Specialist of the district's New Rural Office, said: To direct the 6 communes that have registered to reach the NTM finish line in 2015, the district People's Committee has assigned the responsibility to the remaining communes to accelerate the construction of NTM, increase the achievement criteria, on the basis of selecting easy criteria that do not cost much money to do first in order to create motivation to implement difficult criteria.
The results achieved in the movement to build new rural areas over the past 4 years in Nam Dan have affirmed that Resolution No. 04/NQ-HU, dated December 24, 2010 of the Standing Committee of the Nam Dan District Party Committee on the implementation of the National Target Program on building new rural areas has achieved clear results. The experience in Nam Dan is to attach importance to and prioritize the work of propaganda and mobilization of people to understand the importance of building new rural areas, the role of each family and each person directly doing and benefiting. Along with that, promoting democratic regulations, implementing well the motto "people know, people discuss, people do, people check and people benefit" in building new rural areas. The district has also actively directed communes to effectively use resources such as cement support from the province in addition to mobilizing people's strength, integrating programs to build infrastructure; building models of production development, increasing income for farmers...
The total capital mobilized for implementation in nearly 5 years reached nearly 850 billion VND, of which people contributed more than 225 billion VND and donated 126,305m2 of land, removed nearly 10,000m of fences, and more than 25,700 working days to build new rural infrastructure works. The environmental sanitation and waste treatment movement has been implemented quite effectively by many communes, some communes have implemented cemetery planning in a civilized direction, ensuring environmental sanitation. Thanks to that, in 2014, Nam Dan district had 4 communes reaching the new rural target, including Kim Lien, Nam Giang, Nam Cat, and Nam Trung. There were 7 communes reaching 15-18 criteria and 12 communes reaching 10-14 criteria; in particular, there were 6 more communes striving to reach the target in 2015, including Van Dien, Xuan Hoa, Nam Anh, Nam Xuan, Nam Thuong, and Nam Nghia communes. The results of the new rural construction program in recent years are creating the premise and driving force for the Party Committee and people of Nam Dan to confidently strive to achieve the new rural district status before 2020, worthy of being a model new rural district of the whole country; creating conditions for Nam Dan district to develop comprehensively, become rich, civilized, and soon become a model district as Uncle Ho wished.
